Strengthen capacity to ensure transparency of action and support for Fiji’s NDCs and LEDS

Component 1: Fiji’s institutional arrangements for the Enhanced Transparency Framework (ETF) are formalized and strengthened. This component supports the establishment of permanent institutional arrangements to coordinate NDC implementation and GHG inventory preparation. It defines clear mandates for actors involved in transparency, aligned with the Climate Change Act 2021. It also promotes sustainable capacity development by anchoring MRV curriculum in tertiary education and through peer exchanges. Component 2: An IT-based GHG inventory system is established to enable efficient and transparent inventory preparation. The component develops a GHG Inventory Database Management System (DBMS) to support the preparation of BTRs and NCs. It includes tools for managing activity data, and QA/QC protocols. Sectoral templates and data collection guidelines will standardize inputs across agencies. This will streamline GHG reporting and help reduce the inventory vintage to meet ETF expectations. Component 3: MRV systems are strengthened to track NDC implementation and climate finance. This component develops a national MRV framework to monitor NDC implementation and climate support received. Information matrix containing NDC indicators as well as data protocols will be developed, which will be incorporated into the web-based NDC tracking tool. Procedural guidelines and tools for tracking and reporting climate support (technology transfer, climate finance and capacity development) will be developed.
