GGGI Cambodia has supported government and city authorities in Cambodia in developing a “Phnom Penh Sustainable City Strategic Plan” (approved by the Governor in 2018) and a “Secondary City Strategic Plan” (in the final stages of approval). The Plans propose a holistic concept of green urban economic growth, social inclusion and resilience – addressing a broad range of issues including energy, transport, building, public space, solid waste, drainage and wastewater management, combined with an investment prioritization exercise. In that investment prioritization, wastewater management (together with solid waste management) comes out as a clear priority across cities. Approximately 9.4 million Cambodians lack access to improved sanitation, which particularly impacts the poor and marginalized communities. Only 3 wastewater treatment plants exist in the country (Battambang, Siem Reap, Sihanoukville) and these are not fully operational.
