Kayes is a city in West-Mali, a 10-hour drive from the capital Bamako. For the citizens of Kayes, the closest hospital offering specialisations such as traumatology is also located in Bamako. The Malian Ministry of Health and Social Development has the ambition to build a new tertiary referral hospital in the periphery of the city of Kayes, with a complete set of tertiary care services.RVO commissioned the studies needed to carefully examine all options for this new hospital and the rehabilitation of the existing hospital in the city centre, which offers primary health care. The feasibility studies were carried out between January 2018 and December 2020 by A.M.P.C. Associated Medical Project Consultants B.V. in collaboration with Malian specialists (professors Balique and Koumaré).The studies resulted in re-scoping of the intervention (full rehabilitation of the existing hospital and development of a new secondary referral hospital, with future evolution towards a secondary/tertiary referral hospital), an investment plan for construction and equipment, a programme for recrutiement and training of personnel, and a viability gap analysis for the operational phase of both hospitals.The estimated total project cost for the construction/renovation and equipping of both hospitals is approximately €44 million. The Dutch Development Related Infrastructure Investment Vehicle (DRIVE) programme has the intention to support the implementation phase with a grant of 50% of these costs. Additional assistance with a total cost of approximately €4 million, needed for a.o. staff training, project management support, and works supervision, could be provided through another full grant. This financing is dependent on the final approval by the DRIVE committee, after co-financing for the remaining project costs, approximately €22 million, has been secured through other suitable donors and/or financiers. RVO is currently assisting the Government of Mali in exploring possibilities for co-financing with other partners.
