GENERAL Building Learning Foundations (BLF) in Rwanda is delivered by a consortium of Education Development Trust (lead), VSO, and the British Council. It aims to improve the quality of teaching and leadership in all of Rwanda’s government primary schools. The British Council is leading the English component of the programme. This aims to improve the inclusive teaching and learning of English foundational skills so that pupils, including those with special educational needs, make progress in English by grade 5.
