The project focuses on the trade, tourism, industry and cooperatives sector and the ability of both the GoU and the local governments’ to deliver those services at grassroots level. In Uganda’s decentralised administrative arrangement, the DCO is central in the delivery of commercial and business services at that level. The DCO’s capacity in that respect is to be enhanced through redefining their functions, equipping them, building skills in them and facilitating and improving the links of the DCOs with MTTI, other government agencies, lower local governments and with the public they are meant to serve
