The Trade Capacity Enhancement Project (TRACE II) seeks to contribute towards the fulfillment of the IF objectives and programmes in Uganda and to support the GoU’s trade development agenda. The project is implemented in the Ministry of Tourism, Trade and Industry where it supports the building of capacity in the National IF Secretariat so that it is better equipped to: 1. Coordinate the process of trade mainstreaming into the national planning process among different institutions and sectors in Uganda; 2. Oversee the development of a programme of Tier 2 projects in response to the DTIS Action Matrix, assist identify funding partners and monitor their implementation; and 3. Coordinate the development of trade and related projects and monitor the implementation of Aid for Trade programme in the country. The project is designed to assist in dealing with known and emerging constraints in the trade sector including: a limited appreciation of the concept and importance of trade mainstreaming at many levels of government; low, inconsistent and uncompetitive production capacities; and a lack of a dedicated team within GoU, in particular MTTI, with capacity to coordinate AfT and trade mainstreaming.
