The project aimed to support the MDT in making a high-quality assessment of the existing Small and Medium Enterprise (SME) support architecture in Ukraine, including institutional recommendations and draft policies for the establishment and operation of an SME Support Agency. As a result of the technical assistance, the Government of Ukraine (GoU) will be able to develop a roadmap for establishment of the SME Support Agency and making it a core element in the SME support institutional and policy framework (which is currently considerably fragmented). The Agency is expected to have improved capacity to coordinate and provide effective, inclusive, and conflict-sensitive SME support programs and services with appropriate policy responses, including mitigations to the effects of the COVID-19 pandemic
