This project led the design of the impact evaluation, working closely with DFID, Irish Aid and the selected implementing partners to ensure that evaluation considerations are addressed robustly and early-on in the programme design. In particular, the evaluation was designed to address the key research questions outlined in the scope of work, including: i) What combination of interventions are most effective and cost-effective at promoting resilience?; ii) Why do certain combinations of interventions outperform others?; and, iii) What is the most effective way to improve the shock responsiveness of Malawi’s social protection systems? The interim agent will design and supervise the collection of baseline data for the impact evaluation and advise on broader programme M&E issues.
