Building Sustainable Anti-Corruption Action in Tanzania

Since 2017, BHC/EU has implemented the Building Sustainable Ant-corruption Action in Tanzania (BSAAT) programme which has greatly assisted the country to put in place more focused and coordinated action to curb corruption. BSAAT programme is comprised of four components which includes, Serious Organized Crime Component, Judiciary Advisory Component, Fiduciary Risk Assurance Component and Financial Aid Component – Support to Government of Tanzania - Ministry of Finance & Planning. However, in early 2021, the UK and the Government of Tanzania agreed to change the implementation modal on Financial Aid, to no longer disbursing money to the Government of Tanzania bank accounts for BSAAT programme. Therefore, it was proposed to re-design the BSAAT programme to allow continuation of the BSAAT programme in Tanzania and specifically, the support to be through Technical Cooperation approach. Thus, BSAAT programme was restructured to introduce an “Alternative Delivery Model (ADM)” for BSAAT results in Tanzania. This financial support is mostly to the 11 implementing institutions namely the President’s Office – State House (PO-SH), Prevention and Combating Corruption Bureau (PCCB), National Audit Office (NAOT), Business Registrations and Licensing Agency (BRELA), Ministry of Constitution and Legal Affairs (MoCLA), Financial Intelligence Unity (FIU), Judiciary of Tanzania (JoT), National Prosecution Services (NPS), the Ethics Secretariat (ES), Good Governance and Reforms (GGR) and the Office of the Attorney General (OAG). Specifically, the financial support is on the allowable direct costs (which may include fuel, stationary, Transport and per diems) which normally amounts to 35% of estimated costs of the program budget.
