In the first months of 2024, Haiti has seen a notable increase in gang violence, targeting critical infrastructure in Port-au-Prince (PaP), leading the government to declare a state of emergency and the resignation of PM. It is estimated that 90% of the capital is under the control of gang groups and that 2.7 million people live under their influence. The ongoing violence has displaced 362,551 people in PaP. There are currently 89,007 IDPs (54% women, 34% children) sheltered in 87 sites in PaP Metropolitan area (PAPMA), 23 of which face eviction threats (IOM, April '24). According to Multisectoral Need assessment (Solidarités International, March '24), 58% of IDP HHs face food insecurity and 62% severe sanitation challenges, 47% resort to makeshift defecation methods. According to the Education Cluster, the closure of (85%) 832 schools in PAPMA, along with 123 schools damaged or inaccessible due to gang control, has deprived over 200,000 children of their right to education. 35 schools are used as shelters by IDPs in PaP (40% of IDP sites). Schools often provide children with their only meal of the day and are the sole safe haven for children amidst escalating violence (SC, '24). However, schools are also being targeted for child recruitment by gangs (OHCHR,2023). Despite its critical functions, the EiE sector remains severely underfunded (<2% of HRP funded). SGBV levels are critical, with 250 reported incidents in Jan & Feb 2024, 97% occurred in the IDPs sites in West PoP. Women, girls & PwD struggle the most to access basic needs to food, health care, water, hygiene & psychological support (Sub-cluster GBV, 2024). To address the identified needs, SC & PRODEV will provide MPC, Education and Protection in and around IDPs sites in West of PaP. WFP offers food and MPCA to 80% of IDP sites in PAPMA. SC will provide MPC in the remaining sites in coordination with Tearfund, Plan, Christian Aid and WV to maximize our collective response to the identified needs & gaps.
