Girls and young women in Africa still face enormous challenges around issues related to child marriage, commercial sex exploitation and child trafficking. Regional intergovernmental bodies such as the African Union (AU) and the Regional Economic Communities (RECs) have adopted robust treaties and policies in place to advance girls and women’s rights. These include the African Charter on the Rights and Welfare of the Child (ACRWC), the Maputo protocol (Women’s Right Protocol to the African Charter on Human and Peoples’ Rights) and the Convention on the Elimination of All Forms of Discrimination against Women. Furthermore, the African Union Solemn Declaration on Gender Equality in Africa and the African Women’s Decade (2010-2020) where states renewed their commitments to promoting gender equality and women’s empowerment, provide the necessary accountability frameworks for monitoring state performance. In spite of the regular and repetitive commitments made by States at AU and RECs, the majority of African governments still fail to implement their obligations to respect, protect and fulfil the rights of girls and young women contained in the treaties and to comply with the recommendations given by the regional monitoring bodies. The latter also suffer from financial constraints which undermines their monitoring role. The problem of weak regional monitoring and accountability is further aggravated by the lack of strong Pan African civil society networks able to influence and support regional monitoring mechanisms.
