2.1 Private sector development: screening

Since 2009, the RVO has been asking the NCEA to screen project proposals that have been submitted for financing under the PSD facilities. The NCEA's screening focuses on whether or not an ESIA is required according to the receiving country’s legislation. Where necessary, we also check which IFC performance standards are triggered by the project. This way the RVO is better able to anticipate the requirements that need to be met, can communicate its expectations to project proponents, and avoid unexpected procedural delays further down the line. For the coming years, we expect a continued demand from the RVO to provide this type of advice. For many of the facilities, applications can be submitted anytime, and we screen the proposals as they come in. For the FDW and FDOV facilities, proposals are submitted in batches, and we screen a larger number of project in one go. Going by past experience, the NCEA assumes 2 rounds of calls each for FDW and FDOV in between 2017 and 2022.
