Africa is the only region in the world where countries are still producing enormous economic growth figures. In some cases this is balanced with some progress in the legal environment for Freedom of the Press and Freedom of Expression. In view of the economic growth in countries like Kenya, Nigeria, Tanzania and even Zimbabwe, one might expect a flourishing media landscape and an improved context for media and journalists to operate. This is unfortunately not the case. In recent years, the developing countries of Africa are beginning to note a backlash in this field with new laws stifling the development of a free secure and open Internet as well as repressive control and political manipulation of the media becoming more dominant factors in the decreasing trust of populations in the media. The media landscape is struggling to survive economically. Politically skewed media houses and lack of capacity results in lack of audience trust and coverage of the population. Media are not used to have vibrant connections with the public and civil society organisations advocating with, for and in the media are absent or weak. Governments cannot resist meddling in the media sector and regulatory frameworks are weak or abused for political gains. FPU/EJC will increase the capacity of legacy media, media watchdogs and civil society focusing on accountability journalism. The programme will increase media’s understanding and implications of data journalism, investigative skills and research capacity in order to improve its ability to serve as a platform for public advocacy participation and its ability to engage and challenge power brokers. Improving the legal and political environment for independent journalism is also an integral part of the programme. Programme for Dialogue and Dissent In Kenya, Tanzania and Zimbabwe, FPU and EJC will focus on the sustainable development of evidence-based journalism which will include providing tool kits, format and editorial skills training to its partners, and assistance in developing secure and anonymous whistle blower platforms. Lobby and advocacy will be supported by developing and strengthening media and civil society networks in order to better engage with media players and increase the leverage of citizens efficacy. In the technology field, access to data, secure digital distribution of information and platforms are key.
Interventions and specific objectives per country are specified in the country profiles. Our current expectation is that Senegal is a country with similar problems and topics of concern.
