Water Operator Partnership with Bekaa Water Establishment (BWE)

Lebanon has to deal with an increasing stress on its water resources due to population growth, climate change and the infl ux of displaced persons as a result of the crisis in Syria. Water supply and sanitation in Lebanon is characterized by a number of challenges. In 2000, the Water Law created four regional Water Establishments (WE’s) in Lebanon as the service providers for drinking water, waste water treatment and irrigation. However, these Water Establishments, which are already under-resourced, often have diffi culties to cope with the extra demands. Municipalities and communities sometimes have to take recourse to organizing their own water supply and wastewater collection and treatment and/or diversion. One of these Water Establishments is the Bekaa Water Establisment (BWE) which operates in the Bekaa Valley. This region is housing a large part of the infl ux of displaced persons from Syria. BWE has faced major challenges due to the status of neglect of the water supply, wastewater and irrigation infrastructure it took over after the civil war period. BWE misses the capacities and capabilities to address these challenges effectively. Policies and regulatory frameworks are sometimes in place but implementation and enforcement practices need improvement. The Bekaa Water Establishment made an explicit request for long term support from a water utility and it expressed a strong interest in a Water Operator Partnership (WOP).
