The project uses a socio-legal research approach to address and enhance the role of law in Libya vis-à-vis the major challenges of national reconciliation, i.e. key issues regarding national governance, decentralization, security forces and transitional justice. The project identifies and assesses the role of law–both actual and potential, enabling and constraining-with regard to those issues. It aims not only at understanding but also at finding domestically owned solutions, which facilitates the contribution of Libyan law and legal actors to reconciliation and reconstruction, i.e. to ending the divide and building a unified Libya, as a capable, democratic, just and secure state, since only such state can take on the pressing domestic and international challenges.
