Evaluation of Strategic Support to the Ministry of Interior Affairs in Afghanistan: Phase Two (SSMI II)

The purpose of the evaluation is to: - monitor the performance and progress of the programme throughout its lifetime; - examine the effectiveness of the programme in supporting the MoIA improving service delivery of the ANP through improved allocation and use of resources; - understand how the combination of interventions has led to those changes and what the critical elements for effective implementation are; and - Collect data, information and lessons to build the evidence base. The evaluation will be used by DFID and SSMI II to learn lessons about how the programme is working, including barriers to effective implementation, and refine it as necessary. The main purpose of the evaluation is on learning and continuous improvement and so it is intended that the evaluation team, will work with the main supplier team and the MoIA counterparts, throughout the lifetime of the programme.
