The Open-Source initiative is targeted explicitly at investees who benefit from the investment of public money, and in this, participation is a requirement of investment. Additionally, the Open-Source initiative would be open to the participation of any developer or market player who would be prepared to ascribe to the principles, even without funding from an Alliance partner.
