• Conduct rapid local market and needs assessment and baseline. The market assessment will include: capacity and access to financial services; vendor and supplier capacity; cash capacity; productive assets status, etc. Mercy Corps will consult with communities to determine the agreed vulnerability criteria for beneficiary selection. • Design appropriate cash transfer mechanism based on assessment data, availability of appropriate partners, and beneficiary needs • Procurement and distribution of essential NFRI kits (including kitchen sets; solar lamps; sanitary items; water purification tablets; shelter materials; and hygiene materials) • Implement cash transfer mechanism. Mercy Corps anticipates that this project will be an early cash response, and may be followed up with larger cash responses. Project staff will use this period as an opportunity to map available cash distribution agents and channels.
