Supply of CR19070 ESRC-DFID Joint Fund for Poverty Alleviation Programme Evaluation

The Economic and Social Research Council (ESRC) and the Department for International Development (DFID) are seeking to commission an evaluation of Phase 3 of the ESRC-DFID Joint Fund for Poverty Alleviation Research Programme, known as the Joint Fund. The aim of this review is to present an independent, fair and balanced review of the Programme and to provide accountability to the ESRC and DFID for their investment in the Joint Fund. The evaluation must aim to assess the value of the investment by reviewing the impact the projects individually and the Programme as a whole has had in low and middleincome countries. The evaluation should also consider the relationship between the funders and the Impact Initiative; the opportunities and challenges this presented and the outcomes. Additionally, it is expected that the current Phase is compared with previous Phases; whether Phase 3 has been more or less successful, what Phase 3 has added to the overall Programme output, whether the addition of the Impact Initiative has resulted in any changes
