Independent Review team contracted by DFID to better understand the effects of the Sustainable Energy Access and Gender (SEAG) research portfolio. This is a DFID funded programme run from 2013 – March 2020. The SEAG programme has contributed to the production of the Research series led by ENERGIA which focuses broadly on Energy Access and Gender and also funds the production of Poor Peoples’ Energy Outlook led by Practical Action and, the Powering Opportunities publications led by GOLGA. It is my understanding that you have been engaged with ENERGIA around some of the findings from their publications. A rigorous end of programme review of the Sustainable Energy Access and Gender (SEAG) programme to provide both accountability and learning. The review will be conducted towards the end of the programme and will inform the development of the DFID Programme Completion Report. The approach should review and make recommendations on: the theory of change, programme outputs, outcomes and impacts; research uptake, and alignment with other DFID and donor programmes.
