Transforming Agriculture in Uganda for Jobs Creation: Analysis and Options for Future Intervention

LTS will carry out an analysis of value chains in Uganda’s agricultural sector and identify interventions to support job creation in Uganda for the UK Department for International Development (DFID). This work will inform a programme to support job creation with a specific focus on agricultural transformation that is being considered by DFID Uganda. A comparative analysis will be made of all value chain’s potential for moving to higher levels of productivity, meeting climate smart standards, and generating widespread income increases for those engaged within them. Based on their potential, 4-8 value chains will be shortlisted and examined in more detail to understand the opportunities they offer. The research will also identify value chain specific and cross-cutting issues that are preventing these potential opportunities from being realised, as well as possible interventions to unlock these blockages. The work will require engagement with wide range of actors in the value chains, including producers, traders, banks, prospective and existing investors in Uganda, government institutions, as well as DFID Uganda and other development partners, with a specific focus on integrating gender, political economy, and sustainability throughout the analysis. In identifying possible interventions to unlock blockages, attention will be paid to exploring opportunities related to the UK Prosperity agenda and identifying innovative methods to attract more UK trade and investment. In addition, the analysis will assess the effectiveness of interventions implemented to address similar blockages by DFID and other development partners in both Uganda and elsewhere.
