Good Governance - Fund Technical Assistance Facility-Western Balkans

The Good Governance Fund (GGF) is a programme of work delivered by the UK government (DFID/FCO) which spans several countries, including regional work. The GGF’s portfolio of work is comprised of Official Development Assistance (ODA)-eligible projects, covering economic reform and governance reform. The previous GGF (GGF1) delivered by PwC was in operation from 2015 to 2020 and was re-tendered with key design changes. GGF2 will be delivered by suppliers across three Lots – a Project Management Unit (PMU), and two Technical Assistance Facilities, each covering a different geographic area. The remit and key roles of these three lots are: • Lot 1: Programme Management Unit (PMU) – close and continual engagement with HMG embassies in target countries, local government departments and other local actors to identify pipelines of work. Overseeing, monitoring and reporting on the delivery of all GGF projects during delivery. Delivered by Alinea. • Lot 2A: Technical Assistance Facility (TAF), Eastern Partnership – detailed proposal design of projects identified by the PMU and delivery of projects across (initially) four countries: the Ukraine, Moldova, Georgia and Armenia. Delivered by Abt Associates. • Lot 2B: Technical Assistance Facility (TAF), Western Balkans (TAF-WB)– as for Lot 2A, but covering (initially) three countries: Serbia, Bosnia and Herzegovina, and North Macedonia. Delivered by Tetra Tech. The TAF-WB is intended to build resilience and strengthen domestic reform agendas through the reduction of corruption, the promotion of transparent and accountable institutions and the building of open, inclusive economies and societies in Serbia, Bosnia and Herzegovina and North Macedonia. During inception, the governance arrangements for the smooth operation and delivery of TA is being agreed across the 3 suppliers. Type and scope of services provided: The TAF team and PMU will work closely together, alongside HMG regional teams and country embassies, local actors (civil society organisations and state government departments) to design and deliver high quality, rapidly mobilised work in areas including: • Reform to the regulation of the business environment and economic governance, to support alignment with international standards and promote broad-based economic growth and job creation; including through small- and medium-sized enterprise development and attraction of foreign direct investment. • Institutional capacity building to develop more effective governance, public administration and management of public finances, in order that governments in target countries become increasingly accountable and responsive to the needs of citizens. • Anti-corruption measures and judicial reform to strengthen the rule of law, reduce opportunities for corruption and increase the capacity of countries to address corruption when it does occur. • Modernisation of key sectors (such as energy, banking) and reform of state-owned enterprises to support transition to market-driven, modern economies. • Stronger and more independent media and civil society to ensure that the public is able to engage in active, informed debate and to enable governments to effectively communicate the benefits of reforms to citizens.
