The Department for International Development (DFID) leads the UK’s work to end extreme poverty. DFID Afghanistan works to promote good governance, inclusive economic growth and delivery of services to the Afghan population, particularly to the most vulnerable. 2. The MEC is an independent body comprised of a Committee of six senior anti-corruption experts selected through a nomination process overseen by the international community and the GIRoA. The Chairmanship of the Committee alternates between an Afghan national and an international committee member on a six-month basis. The MEC is supported by a Secretariat comprising national and international subject matter experts and administrative staff. Objective 3. The objectives of this evaluation are to (1) Inform decision making related to any future funding of the MEC from 2018 (2) Assess to what extent the current MEC model and activities contribute in reducing corruption and what changes are required to improve the effectiveness and impact of MEC. (3) Assess to what extent the current MEC activities provides value for money. The evaluation should include a review of the theory of change (in the case of a poor theory of change, the evaluation team should develop a new one).
