Evaluation of the ARC and the ERC in Afghanistan

Evaluation of two components of DFID's Multi Year Humanitarian Programme (MYHP) - Afghanistan Resilience Consortium (ARC) and the Early Recovery Consortium (ERC). For ARC, we had to do a summative evaluation only. For ERC we had to do both a formative and summative evaluation. The ERC Summative Evaluation received an 'Excellent' rating from EQUALS. The Multi-year Humanitarian Programme (MYHP) is the UK’s primary programme for delivering humanitarian support in Afghanistan. The programme started in December 2014 and ended on 31 March 2019. Coffey's evaluation assessed the relevance and outcomes of project interventions, as well as effectiveness and efficiency of project implementation and consortium management, including unintended effects, both positive and negative. The evaluation informs DFID’s design of a new phase of humanitarian support intended to be available from 2019.
