The interface between enduring and new sources of fragility highlight the need to continue working with local government units in the Bangsamoro and other relevant government bodies and agencies at different levels responsible for development planning, land and resource management, early response, conflict resolution and prevention, and the Marawi rehabilitation. The project’s activities are aimed towards helping ensure that local communities, especially vulnerable sectors such as the youth, women and elderly who are most disadvantaged in coping with the effects of war, complex emergencies, and the uneven distribution of dividends from the Bangsamoro transition are given adequate support through inclusive legislation, meaningful participation in local development processes, wider access to socio-economic opportunities, support networks and effective local response mechanisms that help prevent violence as recovery efforts from the COVID-19 outbreak moves forward within the context of the on-going Bangsamoro transition and Marawi rehabilitation. The project addresses the following important needs: (1) For inclusive and conflict-sensitive policies and practices that can help address sources of conflict in the Bangsamoro particularly on land and property rights, the Marawi rehabilitation, and discrimination against Muslims, indigenous peoples, women and the youth; (2) To strengthen local mechanisms that promote multi-stakeholder collaboration, affirmative action and community resilience against VE and the effects of resource and identity-based conflicts and humanitarian crises; (3) To increase meaningful participation of women, the youth and IPS in decision-making processes and in the development and implementation of concrete initiatives that address prevalent issues that they face; (4) To strengthen the skills and capacities of local government units and relevant bodies on evidence-based planning and early response especially in times of war, conflict, and humanitarian crises and protect groups that are most vulnerable to their effects; (5) To deepen analysis on new vulnerabilities brought about by complex emergencies to inform policy, plans andaction
