Interviews with governmental officials, local civil society, and international actors (including embassy and international organisation officials) reveal that they feel religious trends in the country are moving at too rapid a pace for researchers and politicians to keep track. It is clear that many citizens of Tajikistan have gone to fight for Islamic State and other extremist groups; however, the reasons which underpin immunity to or shifts into radical behaviours are not well understood and disputed at different levels. There is a lack of quality data available on the phenomenon, meaning that both government and international actors have to rely on assumption, speculation or out-of-date data; in turn, responses are less effective.
