Participatory Budgeting in Douar Hicher, Kasserine and Tataouine

The project is to establish three participatory budgeting mechanisms in the three regions of Douar Hicher, Kasserine and Tataouine. In those three regions and in the framework of an EU-funded project, International Alert will be implementing other mechanisms of local governance to complement the implementation of the participatory budgeting. Those mechanisms include: Open Street Map, Citizen Audit and Citizen Diagnostic. As well, in all three regions, International Alert has a sign convention with municipalities that guarantees their involvement as well as their participation in all phases of implementation. In each of the three regions as well, Alert has set-up a youth coordination comprised of active young men and women who are trained by Alert and who will be taking an active part in implementing the various tools of local governance. The creation of those youth-led co-ordinations came through conducting meetings with local community-based organizations and active inhabitants and/or resource persons and implementing a selection process of coordinators. Capacity building will be through carrying out trainings to coordinators on participatory leadership, providing an introduction to municipality structure and procedures, and training on the use of the participatory governance tools including Participatory Budgeting.
