"This proposed Action builds on the lessons and experience gained in the Phase 1 (MOVE UP) of the urban DRR project being implemented by the same consortium (Plan, ACF and CARE). The project will focus on consolidating and capitalizing on the models developed and lessons learned by the same consortium from phase 1 to scale up and expand the uptake of models promoting urban DRR at the Barangay and City levels of vulnerable areas in Metro Manila (Malabon, Quezon, Valenzuela, plus two new identified cities, Caloocan and Navotas). This project aims to increase the DRR capacity and resilience of LGUs and local population by adapting and replicating tested strategies on alternative temporary shelters and livelihoods in urban poor communities in Metro Manila, benefitting 16,803 individuals. Result 1: Appropriate and accessible ATS systems are replicated and adapted by targeted LGUs Result 2: LGUs' investments in alternative livelihood mechanisms are enhanced (eg. risk transfer/social protection etc.) to support urban poor communities to strengthen their coping capacities against disasters Result 3: Evidence-based advocacy and technical support provided to support government actors in replicating and/or strengthening tested models promoting urban DRR. The Action will make use of models and strategies tested under phase 1 and will adapt and improve them, if and when necessary, depending on local context and specific needs in the new areas of intervention identified. The current phase will be finishing on 14 August 2017. The start date of the new phase is proposed to be on the 15th of August. This start date will allow the consortium to maximise existing staff who have gained the knowledge and experience in working in the urban context, as well as sustain the engagement with the LGUs in the current areas.
