There is growing international and domestic consensus around the role of domestic revenue mobilisation (DRM), in particular tax, towards the achievement of a broad range of sustainable development goals, including enabling developing countries to increase scope for self-financing for poverty reduction. It is seen as important for poverty reduction, improved governance, economic growth, ending aid dependency, and stabilisation and state-building. ODI has been commissioned by DFID (through an EY framework agreement) to identify opportunities for new or broader tax reform programmes in Zambia, Kenya, Malawi, Mozambique, Nigeria, Uganda and Burma
