Independent review of the implementation of the Government of Rwanda PFM Reforms

The main objectives of this assignment are to: (a) Make a detailed assessment of the performance of the 11 outcomes having 13 indicators for the 7 programmes of the PFM SSP (2013-2018); (b) Assess the performance of the PFM SSP starting from FY 2013 focusing on efficiency and effectiveness; (c) Identify key lessons and propose practical recommendations and priorities pertinent for the design of the next PFM strategic plan (2018-2023) in line with GoR’s medium term and long term ambitions as outlined in the EDPRS III, and Vision 2050. (d) Prepare a five year PFM Strategic Plan starting from 2018-2023.
