Shaping East African Cities as Systems to Work Better for All

This project will conduct a comparative analysis of systems of shelter provision in East African cities in order to identify policy-relevant, locally-driven solutions for improving shelter at scale for low–income women, men, and other vulnerable groups. It will do this through a multi-sectoral assessment of systems of land-for-shelter, housing, and basic service provision in three cities varying in their social, economic and political profiles: Nairobi, Hawassa, and Mogadishu. By exploring the cities’ contrasting histories, political settlements, and variations in housing and housing policy, this project will offer an in-depth comparative discussion that may generate new insights that can inform more inclusive, affordable shelter interventions in East Africa.
