The Digital Access Programme is financed under the UK Government Prosperity Fund and delivered by the Department for International Development in partnership with the Foreign and Commonwealth Office and the Department for Digital, Culture, Media and Sport. The programme aims to catalyse inclusive, affordable, safe and secure digital access for excluded or underserved populations; and promotes increased digital inclusion as a basis for a more thriving digital ecosystem that stimulates innovations for local development challenges, creates local skilled jobs and generates opportunities for business partnerships. The consultant will support the work of the DFID-led component of the programme focused on models and enablers for driving digital inclusion, with an emphasis on affordable last-mile connectivity, basic digital literacy, locally-relevant digital content and services for underserved communities. The consultant may also be required to provide ad hoc advice and support to the work of the other two components of the programme, respectively focused on cybersecurity capacity building and digital entrepreneurship, as directed by the Digital Access Programme country lead and in particular instances of cross-component collaboration within the Programme.
