Public Finance and Tax Department (PFTD) Review Acquisition

Ecorys has been commissioned to undertake an independent review of FCDO's programming on taxation. The objectives of the review are to: • Describe the degree to which the programming portfolio has performed as expected, highlighting where it has performed well and where it has not met expectations. • Describe the impact so far of the programming portfolio and the degree to which impact level results are attributable to the PFTD’s efforts. • Provide an index of evidence that supports findings about PFTD’s achievements and failures regarding the contribution of FCDO’s tax portfolio to strengthening tax systems in developing countries. • Provide lessons on implementation processes; identifying initiatives that worked well and those that failed to meet expectations; and detailing how well PFTD programme partners have interacted/collaborated with FCDO country office bilateral tax programmes.
