This evaluation will concentrate on addressing the following objectives - 1. Impact: To evaluate how effectively the fellowship scheme contributes to sustainable capacity building in participating developing country institutions and where appropriate at a country level, i.e. to what extent it is achieving its stated objectives at outcome and impact levels. 2. Theory of change: To review and test the theory of change and log frame, with a view to revising and deepening both the theory of change and log frame/assessment criteria and ensuring that the two are consistent. As part of this review process, use interim findings to provide a draft of the ODI annual review (due 29th June 2020). 3. Delivery model: To assess how ODI’s delivery model compares to other similar capacity building schemes funded by DFID and other UK Government departments. 4. Diversity and access: To assess how the scheme’s approach to diversity and broadening access in recruitment, particularly with regards to socio-economic diversity as well as protected characteristics, compares with identified best practice. 5. Safeguarding and duty of care: To assess whether the ODI Fellowship Scheme’s approach to and policies on safeguarding and duty of care, of and on behalf of fellows is sufficient. It will do this through a mixed methods ( qualitative and quantitative) approach. It will be theory-based and participatory and include a desk review, self-report survey, semi-structured interviews and country case studies.
