DEC Ukraine Appeal 2022 - Phase 1 & 2

DEC Appeal for implementation of activities in Ukraine, Moldova, Poland and Romania. Phase 1 (March-August 2022): Phase2 (September 2022-February 2025): The final phase of the DEC Ukraine Humanitarian appeal. Considering the scale of funding brought in by the Ukraine response, the decision was made to increase the programme duration from 18 to 30 months. As a result, phase 2 was broken down into two phases. Phase2a (September 2022-August 2023): Phase2b (September 2023-February 2025): -Ukraine: ACF will be phasing out of Ukraine under DEC funding. The response will be focussed on western Ukraine, a region remains underfunded as donors focus spending on conflict-affected regions in eastern Ukraine. Action Against Hunger is conducting food distributions in care institutions and collective centres with a local partner, Bukovinian Agency of Initiatives and Development (BAID) as well as capacity building support to public health centres (PHCs). -Romania: ACF will be phasing out of Romania completely as DEC is the sole donor for the response in Romania due to a general lack of institutional funding in Ukraine’s neighbouring countries. ACF is continuing mental health and psychosocial support activities and has contingency funding in case of a new refugee crisis to provide support for refugees’ basic needs. ACF Romania is implementing with three local partners, ParentIS, 4Change and, UTCB. It should be noted that Romania and Poland are managed under one single office. -Poland: ACF will be phasing out of Poland completely as DEC is the sole donor for the response in Poland due to a general lack of institutional funding in Ukraine’s neighbouring countries. ACF is continuing mental health and psychosocial support activities for refugees at transit sites and accommodation centres. It should be noted that Romania and Poland are managed under one single office. -Moldova: ACF will continue activities for a minimum of 12 months with DEC funding in Moldova due to the fact that ACF Spain budgeted less during phase 2a and had additional funds to carry over. ACF is providing refugees and vulnerable Moldovans with cash assistance and food voucher assistance through a supermarket chain and providing food assistance the Ukrainian border for new arrivals. ACF is working with the local partner, Refugee Support Europe.
