2017 Framework Agreement

In 2017 and beyond, Caritas Danmark will continue its country programmes in Uganda and Myanmar. The programmes develop according to plan, giving way for strengthened and expanding operations. Myanmar is the Caritas Danmark flagship in terms of merging development and humanitarian aid. By January 2017, humanitarian funds will cease and the partners will only receive development aid. However, the development programme will improve disaster risk reduction (DRR) programming with the aim of strengthening the resilience of target groups and their coping skills to counter natural disasters and the effects of climate change. In Uganda, the advocacy and famer associations are maturing, opening up for a larger inclusion of the youth farmers as a means to create opportunities. On national level, partners will continue to advocate for improved enabling environment for small farmers. A pilot DRR component is envisaged. The programme in North East India continues to be on schedule to be phased-out by the end of 2018. Results indicate that the programme by this time will have been appropriately consolidated and become financially sustainable through e.g. local financial support from local government. Therefore, the decision to discontinue support is considered an appropriate decision after 17 years of support. The Zimbabwe programme has previously suffered from a case of misappropriation of funds. Caritas Danmark along with other donors have worked towards building up the administrative capacity of the partner. However due to the difficult political climate in Zimbabwe and the lower than expected programme results – Caritas Danmark has decided to phase out the Zimbabwe programme by end 2017. The national advocacy component will be phased-out by end 2016. Funds which previously were anticipated for Zimbabwe will now be re-allocated to Uganda, the global work and Chad. In 2017, Caritas Danmark will explore the opportunities to support our local partner in Chad to expand their relations with the government of Chad and the UN by building an innovative development programme for the rural communities in Eastern Chad.
