The project's first year focused on diagnosing territorial planning in Colombia and its broken links with environmental planning. The first phase accomplished a detailed diagnostic broadly discussed and supported by experts and interest groups. It also identified the needed reforms to achieve an updated framework that enables sustainable territorial development and the achievements of the Paris Agreement commitments.
