The underlying aim of the programme is to enhance accountability of Niger’s security sector institutions through a people-centred approach by developing more robust and dynamic external oversight of the security sector, focusing on strengthening human rights and gender equality and addressing the root causes of conflict to contribute to enhanced human security and create an environment conducive to sustainable peace and development. The programme is designed around two distinct and mutually complementary pillars focusing on: 1) supporting state and non-state human rights institutions to prevent, protect from, and respond to human right violations by security and defence institutions; 2) enhancing diverse participation in SSG/R processes, ensuring that security is understood and addressed by security forces with a gender perspective and is responsive to gender-based violence (GBV), as well as improving gender equality within security institutions.
