Rwanda has regained its place among VLIR-UOS partner countries since June 2016 because of a returning interest for academic cooperation with the country. VLIR-UOS supports interventions that empower higher education institutes in their role as drivers of change by strengthening their threefold mission of research, education and extension to society. New interventions will be selected during the 2017-2021 period after elaborating a country strategy that will be the basis -reference framework- for new project calls. Based on further study and consultation in both Belgium and Rwanda and on the analysis and framework offered by the JSF a number of priority themes, partners and if relevant regions will be identified. For now, the Joint Strategic Framework for Rwanda will serve as a guiding framework, so the themes of the interventions will be in line with the domains of the JSF: civil society, decentralisation, education/lifelong learning, health, sustainable agriculture/food security/rural economy, human rights and knowledge/research/innovation. The VLIR-UOS programme for Rwanda will focus on interventions at the departmental level (theme-based capacity building for 2-5 years: TEAM/SI). The budget for the 2017-2021 period is rather modest, considering that exploration and rebuilding of expertise will be needed before broadening cooperation in future multi-annual programmes.
