In 2019, Oxfam, in partnership with technology companies Sempo and ConsenSys, successfully trialled the first delivery of blockchain-powered disaster assistance in the Pacific region through a Cash and Voucher Assistance (CVA) e-voucher system. This was done in one of the world’s most remote, and disaster-prone countries – Vanuatu.   The system runs on the Ethereum blockchain and is enabled by the participation of community-level vendors who play a direct role in micro-economic recovery and development. It is a blend of locally-led humanitarian assistance, digital financial inclusion, and blockchain innovation that combines the expertise of a leading humanitarian and development agency with an emerging Australian tech start-up company.
