Management, coordination and technical staff are essential for UNRWA to deliver timely and effective humanitarian assistance, to ensure efficient coordination with relevant stakeholders and to enhance advocacy on behalf of Palestine refugees. UNRWA will continue to build staff capacity regarding neutrality, to comply with the UNRWA regulatory framework in relation to AVAC and the prevention of SEA, and to participate in humanitarian coordination mechanisms at country level, including the humanitarian sectors and the HCT. While the vast majority of posts will continue to be filled by Palestine refugees, UNRWA will maintain some international capacity, particularly specialist staff in the fields of humanitarian response, protection, logistics and grants management.
