This opportunity is the third phase of the Health Pool Fund in South Sudan. This is an open competition under which any type of organization, either independently, or in partnership/consortia, is eligible to participate. HPF encourages (but not required) partnership with local NGOs, faith-based organizations, and community-based organizations, in order to build local capacity and ensure long term sustainability. Whilst the contract may be awarded to a consortium of organizations, there must be one designated lead agency accountable to the MOH and the HPF and only one contract will be awarded per lot. The IRC is purely assessed on its technical application in the first round. The program design must aim to improve health and nutrition status for the population that saves lives and reduces morbidity (including maternal, infant and under-5 mortality). There are 4 key outputs of focus requested by the bid: (1) enhanced delivery of integrated health services through a network of health facilities; (2) expanded Community health services for the prevention and treatment of common conditions based upon the Boma Health Initiative Guidelines; (3) strengthened management of the Supply Chain for essential drugs and commodities; (4) stable health systems that are responsive and accountable to the needs of communities and individuals accessing health services. Additionally, there is also emphasis on cross-cutting aspects (gender and social inclusion/Conflict sensitive approaches/Continuous quality improvements), drug management, and sexual and reproductive health.
