The predecessor of FPU (Free Voice) supported three exiled media from Myanmar for more than a decade (from 1998 until end 2010). When the rapid changes started after the first democratic elections in 2011, the need for support to the newly emerging and former exiled media returning to the country was ever increasing. Due to funding restrictions, but also due to strategic vision at that time by the management, FPU was not engaged in supporting media or journalists in that crucial moment. Even though many previous restrictions were removed (prior censorship, obligatory registration), significant limitations still remain (libel and defamation is a criminal offense, uneven market competition created by state and crony military-backed media, broadcasting still largely unregulated, huge lack of journalistic capacity, restrictions to access of government information for independent media etc).
