The programme will contribute to improved human security and rule of law through fostering local stability among competing semi-pastoralist Dinka and Mundari groups who are located around the river Nile on the crossing of Central Equatoria, Lake and Jonglei State. This will be done through stimulating intergroup interaction and through supporting local government and traditional grassroots governance structures to promote community-responsive bylaws. These bylaws will apply to dowry settlements, water management and cattle rustling, all of which are key contributors to instability, conflict and exclusion in the area. Also capacity building of local government structures will contribute to increased legitimacy of the local government in the targeted area. The construction of water infrastructure, as well as support to agriculture, will act as peace dividend by reducing conflict over water for livestock and by substantially contributing to improvements in the local livelihoods.
