Policy Innovation Facility (PIF)

Summary Roles and Responsibilities • Conduct initial and ongoing regular PEAs and conflict sensitivity to inform the approach of the competitions, outreach efforts to entrepreneurs and provision of TA; and advise on conflict sensitivity. • Sitting on internal decision-making bodies as required and as requested to advise on the PEA impact and ramification of the PIF activities. • Facilitation of participatory dialogue and engagement with stakeholders. • IA senior representative will sit on the internal PIF governance board as technical advisor on conflict sensitivity. It is anticipated that this will occur either in person or over skype / phone once a quarter to review progress against work plans across PIF, review current and upcoming work, and address any anticipated challenges or issues. Scope of Work IA will provide resources to feed into EIP PEA to regularly review how and if EIP interventions may have an unintended conflict impact. The local IA teams in both Kyrgyzstan and Tajikistan will support the EIP team in ensuring the project operates in a ‘politically savvy’ way whereby IA will feed in relevant and local context to ensure EIP understands fully the environment in which it is operating and the motives and background of all actors and participants of EIP.
