i) Emergency Shelter and Non-Food Items: cash for NFIs, in-kind support of shelter materials, emergency shelter packages and standard NFI kits to be combined with cash based programming to cover emergency shelter needs such as cash for rent, winterisation or shelter rehabilitation ii) Food Security and Livelihoods: Respond to acute and seasonal chronic food insecurity for the Afghan returnee groups, host communities will also be targeted to avoid assets depletion and prevent local conflicts, identify and prioritise the needs of the most vulnerable through assessment and established early warning system, cash transfers through reliable mechanisms.
