Shaping East African Cities as Systems to Work Better for All
This project will conduct a comparative analysis of systems of shelter provision in East African cities in order to identify policy-relevant, locally-driven solutions for improving shelter at scale for low–income women, men, and other vulnerable groups. It will do this through a multi-sectoral assessment of systems of land-for-shelter, housing, and basic service provision in three cities varying in their social, economic and political profiles: Nairobi, Hawassa, and Mogadishu. By exploring the cities’ contrasting histories, political settlements, and variations in housing and housing policy, this project will offer an in-depth comparative discussion that may generate new insights that can inform more inclusive, affordable shelter interventions in East Africa.
The main research objectives are the following: 1 - To investigate formal and informal systems through which people access shelter (land, secure, tenure, housing and basic services) in each city (Hawassa, Mogadishu and Nairobi) and their relationship with deep-rooted political, economic, social and cultural conditions; 2 - To establish the ways in which low-income and vulnerable groups (including women and girls, refugees and IDPs) are positioned within systems of shelter production; 3 - To identify realisable, targeted interventions that allow low-income and vulnerable groups to improve their access to shelter by exerting greater influence on governance processes and participating in the co-production of housing, secure tenure and basic services.

Girls' Education Challenge
The Girls' Education Challenge (GEC) is a global programme which aims to help the world's poorest girls improve their lives through education, by finding better ways of getting girls into school and improving the quality of education to transform their future.
• GEC ‘Transition’ projects – funding cost effective projects from the first phase of GEC with innovations that accelerate girls’ learning outcomes, retention and progression to the next level of education. This window supports existing GEC beneficiaries to achieve functional literacy and numeracy by completing their current cycle of education and transitioning to the next phase, including employment. • GEC ‘Leave No Girl Behind’ projects – funding a new cohort of highly marginalised adolescent girls to gain functional literacy, numeracy and other relevant skills to enable them to transition into or back to education, and onwards to work, particularly (a) adolescent girls that have already dropped out or never attended school and (b) young women trapped in either low quality, undervalued or extremely limited productive activity that are likely to remain in poverty without the support of education to work transition; and (c) girls with disabilities who are highly disadvantaged and in some contexts more likely to be subject to school related violence or be out of school entirely. This window supports the empowerment of highly marginalised girls through schools, but also through after school clubs, mentoring and life-skills and other programmes that may improve learning and/or lead to better employment options.

Infrastructure and Cities for Economic Development
DFID-funded Infrastructure and Cities for Economic Development (ICED) is a catalytic facility designed to accelerate DFID’s infrastructure and cities initiatives across the world to contribute to poverty reduction and inclusive economic growth. ICED will establish a facility to provide support to DFID country offices to develop new, and improve existing, infrastructure enabling environment and city economic development programming.

Violence Against Women and Girls Helpdesk
The Violence Against Women and Girls (VAWG) Helpdesk is a research and advice service for the Department for International Development (DFID) and all other UK Government departments. Work and Opportunities for Women WOW Programme
The Work and Opportunities for Women (WOW) programme is a new flagship programme funded by UK’s Department for International Development (DFID). The objective of WOW is that women have access to improved economic opportunities through business interventions in supply chains and economic development programmes. The five year programme aims to enhance the economic empowerment of 300,000 women working in global value chains by September 2022. It will achieve this goal by supporting businesses, organisations and programmes that are ready and willing to act on women’s economic empowerment; enabling players across the supply chain ecosystem to drive change; and influencing the UK and global agenda on women’s economic empowerment.
Output 1 – Partnerships with business to improve women’s participation in supply chains: Businesses improve women’s access to higher-return and higher-productivity jobs and roles in supply chains, with improving working conditions. Output 2 - Partnerships with business to improve data and transparency on women’s work in supply chains: Women’s work in supply chains is made more visible, to improve global knowledge on women’s economic contribution. Output 3 - Increased knowledge and support for delivering women's economic empowerment through economic development programmes: DFID and HMG economic development programmes reach larger numbers of women beneficiaries and improve global knowledge on how to deliver results for women and girls through economic development interventions. Output 4 - Support to multiple partnerships and initiatives that respond to the recommendations of the UN HLP (UN High Level Panel on Women’s Economic Empowerment) report: Multiple partnerships and initiatives are identified and supported to respond to the seven drivers of change identified in the UN HLP report.
WOW’s priority sectors are garments, agriculture and personal care. The DFID focus countries that the programme is most likely to work in are those where global companies have supply chains e.g. India, Pakistan, Bangladesh, Kenya, Ghana, Nigeria and Ethiopia.
This programme has two components. Component A will establish partnerships with global and British businesses to improve economic opportunities for women in their supply chains, including improving data. Component B will be a flexible funding mechanism to enable the UK to demonstrate global leadership in responding to the recommendations of the High Level Panel for Women’s Economic Empowerment (HLP).

Nigeria Partnership to Engage, Reform and Learn (PERL): Engaged Citizens Pillar II
ECP aim is to contribute to sustainable economic growth and poverty reduction in Nigeria by supporting more effective governance which is accountable and responsive to citizens' needs. As part of this, ECP aims to enale constituencies to become increasingly effective at influencing governments on selected service delivery and policy issues for hte beneift of increasing numbers of Nigerian. DFID Nigeria Public Sector Accountability Programme is a 5-year DFID-funded initiative that aims to strengthen the accountability and responsiveness of Nigeria’s state governments to citizens.
Social Development Direct is a niche partner of Palladium in delivering the Engaged Citizens Pillar of PERL and will play a leading role in supporting it to develop and deliver its approach to Gender, Equity and Social Inclusion. This includes: - Providing mentoring support and strategic oversight to the PERL National Gender Advisor. Supporting her to take on a broader perspective on social inclusion and effectively engaging with the programme, including establishing regular working relationships with PERL National and delivery teams. Keeping management up to date with progress on her professional development and issues which need addressing. - Supporting PERL delivery teams to analyse GESI issues in their work streams and planned interventions and take these into account in processes of strategic planning, including setting GESI progress indicators as needed. Providing training as needed. - Working closely with PERL’s Senior Conflict Advisor to ensure alignment of approaches and providing strategic direction and training to state based Conflict Advisors on GESI issues and supporting them to engage PERL delivery teams on GESI sensitivity. - Exploring linkages and learnings with other programmes in Nigeria working in a GESI sensitive manner. Creating space for collaborating where suitable. - Inputting to the development of PERL’s output, outcome and impact level indicators and means of verification to ensure GESI sensitivity - Inputting to the development of PERL partner assessment methodologies and tools to ensure GESI sensitivity - Providing further inputs on the above areas during Year 2 of programme implementation as agreed at the end of Year 1.

Strengthening Community Led Accountability to Improve Service Delivery in Sierra Leone Programme (SABI)
SABI is a DFID-funded four-year programme (2016 – 2020) that was developed against the background of poor delivery of basic social services in Sierra Leone and the demonstration in the Ebola response of both the need for community engagement as well for citizens to play a more active role in development by working to secure their rights and entitlements to services.
SABI is designed around four main streams of work: (1) strengthening citizen-state interaction towards improving the provision of services; (2) improved data collection on service delivery in partnership with young people to track progress and support advocacy; (3) the delivery of small grants to communities to help them to respond to service delivery accountability challenges; and (4) creating a better understanding of what works to improve accountable service delivery and sharing lesson learning with development partners.
SABI envisages citizens taking a leading role in gathering data and in addressing issues with service delivery locally.
SDDirect supports the implementtation of the GESI strategy and its three pillars - a GESI work plan was drawn up on the basis of the GESI strategy that outlines SDDirects current role in the programme. * SDDirect also supports the learning platform.

LINKS – 'Powering Economic Growth in Northern Nigeria'
The project will aim to build on previous economic growth programmes, ensuring continuity of successful work streams. However the change will be a focusing of resources in specific geographic areas, under more cross cutting models. This will achieve both a high targeted impact and a strong demonstration effect, delivering large scale job creation, income improvements and inclusive economic growth. Important additionality will include environmental benefits from renewable energy and improved agricultural land and water use planning, as well as easing the tensions that lead to conflict, through creating economic opportunities, especially for women and youth. This geographic focus will be Kaduna and Kano, and the design will be in line with DFID Nigeria’s strategic plan, which is looking to consolidate and intensify DFID focus on a reduced number of northern States. It will incorporate key themes from the wider DFID agriculture and economic growth global strategies.

Disability Inclusive Development - Helpdesk
• To deliver tangible outcomes to improve the lives of people with disabilities – this includes improved educational attainment and health outcomes, productive jobs and livelihoods and reduced stigma and discrimination for people with disabilities of all ages. This includes within conflict and humanitarian settings; • To generate a significant, and rigorous, evidence base on ‘what works’ to deliver results for people with disabilities; • To ensure data and evidence is used by the global community and governments to increase action and investment.
The Disability Inclusion Helpdesk provides research and advice to DFID and other UK government departments on disability inclusion in policy, programming, and across DFID’s five minimum standards on disability inclusion. We are a team of experienced in-house helpdesk researchers working alongside over 60 senior disability inclusion experts with experience across different themes, sectors and geographies. We can advise on disability inclusion in development, FCAS and humanitarian settings. We take a rights-based approach to disability inclusion and apply a gender and intersectionality lens in everything we do. The Helpdesk will support DFID to implement its new Strategy for Disability Inclusive Development 2018-2023 and the scale-up of disability mainstreaming across the department.

The Department for International Development’s (DFID) mission is to help eradicate poverty in the world’s poorest countries through achieving the Sustainable Development Goals (SDGs). We support economic transformation that shifts economic activity into higher productivity sectors that will attract investment, growth, and create jobs for women and men. The aim of this support will be to strengthen management of urban and energy sectors and boost investment into infrastructure. In the Zambian context, given its economic geography, this may include urban centres of varying sizes as well as sub-regions, especially where these are centres of prospective economic growth and where infrastructure may be a key enabling factor. The programme should deliver inclusive economic transformation and growth that is climate resilient and contributes to poverty reduction and economic inclusion of disadvantaged groups.

China Programme – Infrastructure. This overall Programme will last three years and is aimed at driving inclusive economic growth through the delivery of more commercially viable, higher quality infrastructure projects that can attract private capital. The focus of the Programme is projects in ODA-eligible countries in Africa and Asia, bringing together China expertise and UK/international knowledge to improve the delivery of infrastructure projects.
The Programme has four key outputs:
1.The delivery of at least 10 Technical Assistance products that can be implemented byChina, Third Countries and International businesses to support the development of highquality, commercially viable infrastructure projects.
2.Carrying out at least 3 pilot projects to test Technical Assistance products and improvethe quality of projects
3.Investment facilitation in projects by international investors, with a target of £500m
4.Creating a pipeline of at least 100 opportunities for UK and international businesses witha weighted value of £1bn
The Programme is split into two phases – a four month Inception Phase and then Implementation. This Agreement is for the Implementation phase only.
Work taken forward by the programme will be agreed in ‘commissioning notes’ with the Client. This will result in smaller statements of work agreed between KPMG and the Client on a rolling basis. We will agree with you areas of scope where you are able to provide engineering, construction and technical support (as documented in Subcontract Work Packages) and include these in the commissioning notes. This may include:
■Gender and Inclusion Workstream lead and all related outputs;
■Review of G&I workstream; and
■GESI Phase II research

SDDirect has been commissioned to deliver dedicated and specialist support to three DFID country offices (Nigeria, Rwanda and Nepal) and the DFID Safeguarding Unit (SGU) in three phases. They include; 1) a diagnostic phase to understand the needs of each country office and develop an action plan to address these; 2) a support phase in which remote and in-country support is provided to country office staff to support the implementation of the action plan, and 3) a learning phase where lessons learned are gathered and analysed and shared in the form of short guidance or information notes for the SGU.
In order to facilitate open and constructive conversations with country offices on their approach to safeguarding on SEAH, SDDirect will adapt and pilot their Safeguarding Diagnostic1 tool with senior management and safeguarding leads in three DFID country offices. The diagnostic is a platform-based digital tool developed to help leaders of organisations working in the international development sector to feel confident that they have robust systems, processes and resources in place to safeguard against sexual exploitation, abuse and harassment: in the workplace, in their programmes and in their partnerships. Senior SDDirect SEAH facilitators will lead this process to create a safe space for senior management to discuss issues around SEAH and identify a roadmap to strengthening their approach. Using the diagnostic tool will allow SDDirect to explore sensitive issues beyond those of working with partners to co-develop a useful action plan which addresses the key issues at hand.
SDDirect will embed a knowledge and learning approach across our work to ensure all lessons and good practice are captured to inform the development of the guidance/information notes outlined in the ToR.

DFID’s Myanmar Cities and Infrastructure for Growth programme aims to promote inclusive economic growth by supporting sustainable cities, efficient infrastructure investment and sound economic decision making. To design and implement safe, inclusive, productive and resilient cities that support inclusive growth, and to align CIG Myanmar with DFID Myanmar’s four shifts, it is necessary to understand the experiences and needs of different groups of people and how they live and work in cities, access services, cope with shocks and participate in governance and decision-making. SDD provides cross-cutting gender and inclusion strategic advice and practical, targeted support across CIGM technical workstreams and priorities so Gender & Inclusion (G&I) issues and participatory processes are meaningfully integrated across the programme. Out team works with thematic leads to review and integrate G&I into all deliverables in order to maximise opportunities to increase G&I. This includes, for example, working working with teams across the CIGM project and advising on appropriate inclusive stakeholder engagement for sensitive urban planning and development. SDD also advises on appropriate participatory processes and citizen feedback loops to enable projects to meet citizens’ needs and priorities, and to strengthen transparency, responsiveness and accountability for inclusive growth and poverty reduction.

Civil Society Support Program 2
The UK Department for International Development (DFID) leads UK support for efforts to end extreme poverty. DFID Ethiopia works to help Ethiopia transform itself into an industrialised, resilient, more inclusive country that is more able to self-finance its way out of poverty and harness the potential of its youth. DFID Ethiopia has contracted the delivery of the Civil Society Support Programme II (CSSP II) to a consortium involving British Council, SDDirect and Pact. The purpose of this programme is to increase trust between government and civil society to deliver enhanced state accountability and responsiveness, resulting in better quality public services.
SDDirect leads on CSSPII's work on gender equality and social inclusion (GESI), as well as developing the programme’s approach to safeguarding. GESI is central to CSSP2, building on the Hard to Reach focus of CSSP1, which was one of the key successes. As Ethiopia’s political reforms have evolved, the programme has been able to adopt a rights based approach. This includes an explicit focus on gender transformation, encompassing projects working on gender based violence, women’s political rights and women’s land rights. The focus on social inclusion is reflected in a range of projects working with social minorities and with youth, as well as an approach to mainstreaming cross-cutting issues such as disability and gender.

The Tetra Tech-led CSSF West Africa MEL consortium is CSSF’s MEL supplier for West
Africa, supporting CSSF programmes to improve demonstration of results. Consortium
partners are SDDirect, IMC and First Call Partners. SDDirect plays the lead role within the
consortium on gender equality and social inclusion, aiming to increase the gender
sensitivity of programme design and results frameworks as well as delivering capacity
building inputs to increase mainstreaming of gender into CSSF MEL systems and practice.

Nigeria Partnership to Engage, Reform and Learn - Engaged Citizens - Pillar 2
The Partnership to Engage, Reform and Learn (PERL) is working to support Nigerian governments to become demonstrably better at prioritizing, planning, resourcing, delivering, tracking and accounting for the delivery of public goods and services that respond to the needs of citizens, who are themselves actively engaged in ensuring these. The Engaged Citizens Pillar effectively engages citizens to bring about improvements in service delivery and poverty outcomes by working to ensure that constituencies become increasingly effective at influencing governments on selected service delivery and policy issues for the benefit of a greater number of Nigerians.
PERL builds on widely-recognised innovation in previous phases of governance programming in Nigeria to put learning and adaptation at the centre of this three-pillar programme The Engaged Citizens Pillar effectively engages citizens to bring about improvements in service delivery and poverty outcomes by working to ensure that constituencies become increasingly effective at influencing governments on selected service delivery and policy issues for the benefit of a greater number of Nigerians. Engaged Citizens supports partners to engage constructively with government, focusing on issues, processes and systems that are on the government’s reform agenda, as well as a public priority for citizens. The core approach used by Engaged Citizens involves supporting locally-led processes of change, brokering constructive multi-stakeholder partnerships, strengthening institutions for collective action, promoting attention to the mitigation of conflict, and facilitating social inclusion.

CSSF Global MEL
The UK government funds over £1 billion in programming per year through the Conflict,
Stability and Security Fund (CSSF). Operating in over 70 countries, CSSF is central to the
UK government’s work overseas. CSSF has contracted Integrity Research and Consultancy,
and our partner LTS-Niras, to support the development of a stronger, more agile and more
sustainable ‘ecosystem’ for monitoring, evaluation, learning and their application in decision making. To achieve this we shall, among other things:
• Support CSSF in putting in place effective monitoring and evaluation (M&E)
frameworks, processes and tools, including evidence synthesis, at Fund and portfolio
levels; and sharing promising practice at programme level.
• Support CSSF in developing and implementing a capability-building strategy for
monitoring, evaluation and learning (MEL);
• Strengthen CSSF organisational learning processes and incentives and support
CSSF systems for the commissioning and use of applied research; and
• Enhance CSSF use of digital tools in MEL knowledge management

Aawaz II is a 5-year development programme on child protection/child protection case
management, and early and forced child marriages in Pakistan which is being funded by the

country. Social Development Direct work with a consortia of partners to deliver the Independent Feedback, Operational Review and Monitoring (I-FORM) of Aawaz II. The purpose of this assignment is to execute independent operational reviews and assessments of programmatic interventions, to collect beneficiary feedback, and to provide coordination and documentation support to the programme through critical channels
