This project will extend the strong foundational work undertaken in 2015 to build frameworks for child protection in South Sudan’s emergency context, concentrating on key thematic areas of Family Tracing and Reunification (FTR), Case Management and Community Based Child Protection Mechanisms (CPCBN)s, in line with principles and standards outlined in the Minimum Standards for Child Protection in Humanitarian Action.

Dutch NGO’s Acute Joint Humanitarian Response for South Sudan Floods 2019
Abnormally heavy seasonal flooding has been devastating large areas of South Sudan since July 2019. Compared to similar seasons of previous years, the impact is of a much larger scale. For example, at the same time in 2017, heavy rains and flooding also affected several parts of South Sudan, but the numbers reported then were much lower with around 119,000 people affected1, and mostly affected Northern Bahr el Ghazal and Jonglei states. This year, the flooding has been particularly heavy, exacerbated by rainfall in Kenya and Ethiopia, which led to the swelling of Pibor river along the Ethiopian border. The heavy rains have hit areas that were already facing high humanitarian needs – 63% of the flood-affected counties were already in IPC 4 (critical). According to Relief Organisation of South Sudan (ROSS) estimated figure of 4661HH (27,966 individuals) were affected by the floods on 19 October. This increased to an estimated 908,000 people affected, including 420,000 displaced by 25 October (UNOCHA). While the floods, caused by torrential rains, have been ongoing since July, they have intensified in October.
FSL, Health, WASH and Shelter/NFI are first priority sectors given the high needs in those sectors. Nutrition, Protection and Multi-purpose Cash (MPC) are second priority. All partners are asked however to mainstream protection in their interventions. The participating members have selected priority locations based on needs and gaps and opportunities for integrated programming, either between DRA partners, or where the DRA funding can complement existing emergency response efforts.
The DRA partners will target both host and IDP communities focusing on children under five, Pregnant and Lactating Women (PLWs), female-headed households, people with disabilities and the elderly as they are most susceptible to risk of water borne diseases and food insecurity and are suffering most from limited access to services, in line with the HNO and with needs assessments conducted on the ground.

While COVID-19 is fundamentally a public health emergency it has a significant socio-economic impact, exposing and amplifying interlocking vulnerabilities as food insecurity, poverty and marginalization.

Dutch NGO’s Joint Humanitarian Response for South Sudan COVID-19 Joint Response
The COVID-19 pandemic is spreading rapidly in South Sudan. The COVID-19 crisis in South Sudan is more than a national health emergency. In South Sudan, from April 6 to August 31st, 2020, there have been 2.527 confirmed cases of COVID-19 with 47 deaths . While the number of cases in South Sudan might seem low, limited testing and social stigma obscure the true magnitude of the pandemic .
The COVID-19 outbreak in South Sudan comes against the backdrop of an already dire humanitarian situation. People’s access to basic services was very limited already before the outbreak, and COVID-19 related restrictions on movement and service provision have only made the situation worse. 56 per cent of the nearly 12 million population in South Sudan does not have access to primary health care services. Out of approximately 2,300 health facilities, more than 1,300 are non-functional .
The DRA partners have designed their response based on needs and gaps in line with HRP COVID-19 addendum and the National Action Plan, and in line with their technical expertise and complementarity with other interventions to maximize impact. In line with FSL Cluster recommendations, DRA partners will support vulnerable households, including households with suspected or confirmed COVID cases, with emergency life-saving food assistance, and complement with livelihood and livestock support in order to address immediate and longer term needs. The DRA partners will implement a WASH program which focuses primarily on containing the spread of COVID-19 pandemic and decrease morbidity and mortality, outlined as the first strategic objective of the COVID-19 addendum to the HRP. DRA partners will ensure the provision of critical protection related assistance and specialized services in all targeted locations. DRA partners aim to contribute to the specific objectives of the Health Cluster, supporting in containing the spread of the COVID-19 outbreak and avoid excess morbidity and mortality.
The DRA partners will target both host and IDP communities, as well as returnees, to ensure a conflict-sensitive approach.

Four years on since the outbreak of conflict in December 2013, nearly 7.6 million people in South Sudan remain in need of humanitarian assistance. Humanitarian NGOs have been responding to this crisis as a Joint Response and DRA members continue this response to further assist the affected population. The objectives of the response are to save lives by providing timely and integrated multi-sector assistance to reduce acute humanitarian needs among the most vulnerable people and reinforce protection and promote access to basic services for the displaced and other vulnerable people. (DRA) Dutch South Sudan Joint Response 2021
The SSJR program will continue to provide life-saving assistance and aim to enhance the transition from humanitarian assistance to resilience programming, addressing root causes, enabling vulnerable and at-risk communities to build resilience to acute shocks and chronic stresses, and recover from crisis. Lastly, the SSJR program will continue to address critical problems relating to physical and mental wellbeing, strongly reinforcing protection throughout the program, both integrated within other sectors, and as a separate sector.
The SSJR 2021 will continue to contribute to all 2020 HRP strategic objectives:
• Reduce morbidity and mortality, as well as suffering from protection threats and incidents
• Facilitate safe, equitable and dignified access to critical cross-sectoral basic services to enable populations meet their basic needs, and
• Enable vulnerable people to recover from crisis, seek solutions to displacement and build resilience to acute shocks and chronic stresses through targeted programming to support coping capacities and livelihoods.
In line with the strategic objective of the COVID-19 addendum HRP, SSJR 2021 program will support efforts in containing and preventing the spread of COVID-19 while employing a COVID-19 adapted approach to respond to the ongoing emergency.
SSJR will focus on vulnerable households amongst IDPS, returnees and host communities, with a particular focus of FSL, WASH and MPC interventions targeting child-headed households, female headed households, PLW, elderly, households with children facing SAM/MAM, and people with disabilities. Vulnerable youth and adolescent boys and girls are specifically targeted in specific Protection activities as well.
According to the 2020 Humanitarian Needs Overview (HNO), some 7.5 million people remain in need humanitarian assistance. More than half of South Sudan’s population were expected to face acute food insecurity at the height of the annual hunger season between May and July, according to projections made before the impacts of COVID-19, the plummeting oil prices and the recent desert locust infestation on food security were anticipated. With COVID-19 and related food price hikes, some 1.6 million people have become newly vulnerable due to their dependence on markets . Latest FEWSNET reports from September 2020 indeed indicate that the scale and severity of food insecurity in South Sudan from October 2020 through January 2021 is expected to remain among the highest recorded since 2014, with crisis outcomes (IPC Phase 3) are likely in 25 counties .

The DRA Acute Food Security JR will contribute to these intensifying joint efforts, and the participating members have selected 5 locations for implementation (Pibor, Akobo, Aweil South, Tonj North and Tonj South) based on needs and gaps, and opportunities for integrated programming, either between DRA partners, or where the DRA funding can complement existing emergency response efforts.
While the main factors affecting food security are food availability, access, utilization, stability and seasonality, these are influenced by several other sectors. The aforementioned UN-coordinated multi-sectoral scale-up in the highly food insecure areas focuses on Food Security & Livelihoods (FSL) assistance, health and nutritional support, protection services, and Water, Sanitation and Hygiene (WASH) assistance. Extreme outcomes, including mortality, malnutrition, and morbidity are exacerbated by barriers to healthcare and WASH services. DRA partners have carefully considered synergies with other actors in the proposed locations to ensure a complementary response, and based on this analysis and limited budget available for the JR, the DRA priority sectors are FSL (both food distribution and livelihood support), and WASH. All partners will mainstream protection in their interventions.

South Sudan Acute Food Insecurity JR - Programme
People in parts of South Sudan face the highest levels of food insecurity since independence was declared a decade ago. Since mid-2019, South Sudan has experienced two consecutive years of flooding that affected more than 900,000 people in 2019 and over 1 million people in 2020. The arrival of COVID-19 and an upsurge in sub-national violence in 2020 causing disruption to the delivery of humanitarian assistance has erased earlier gains made in food security. According to the Integrated Food Security Phase Classification (IPC) projections, from December to March 2021, an estimated 5.8 million people (48% of the population) faced Crisis levels of food insecurity (IPC Phase 3) or worse - a figure that is expected to increase to 7.2 million (60% of the population) in the lean season of April-July 2021. Moreover, Akobo, Aweil South, Tonj East, Tonj North and Tonj South, and some payams in Pibor are classified as Famine Likely (IPC Phase 5). In these Priority 1 locations, 810,000 people are deemed to be in Crisis or worse levels of food insecurity (IPC Phase 3+), while 108,000 people are projected in IPC Phase 5. While the humanitarian operational space remains significantly challenged and highly restricted due to persisting insecurity and is likely to be further restricted by seasonal flooding in the coming period, urgent action is required to revert/prevent widespread death and total collapse of livelihoods in these priority locations.
Save the Children, as part of the Dutch relief Alliance Joint Response, will focus on providing life-saving humanitarian assistance to the most vulnerable households.

At the South Sudan level, the day-to-day management of the program is handled by the SSJR field coordinator, who is responsible for (i.e.): monitoring the overall program implementation (by consulting, meetings, field visits, consolidate progress to key stakeholders); resolving any arising issues during implementation of the program; visiting and supporting location ‘hubs’ during implementing, support in coordination, support hubs in facilitation of joint initiatives; representing SSJR towards the Dutch Embassy; support the Dutch Embassy wherever requested during meetings; maintaining contact with UN(OCHA); maintaining contact with the Lead in the Netherlands; lead on implementing the joint Grand Bargaining Commitments made by the JR partners; supporting collaboration amongst the partners and coordination, organizing the Real Time Review and evaluation; generating visibility (including being the focal point for Dutch media) and take forward issues for joint lobby & advocacy towards key stakeholders.

Following a reassessment of humanitarian need at the end of the dry season in 2019, the overall number of people in need increased from the 7.1 million stated in the 2019 Humanitarian Needs Overview, to 7.2 million after the first quarter, leaving 63% of the 11.4 million total population of South Sudan in need.
The South-Sudan Joint Response will focus on implementing life-saving activities in 2020. Considering the current humanitarian context in South Sudan, the SSJR programs will aim to enhance the transition from humanitarian assistance to resilience programming, addressing root causes, enabling vulnerable and at-risk communities to build resilience to acute shocks and chronic stresses, and recover from crisis. Lastly, the SSJR program will continue to address critical problems relating to physical and mental wellbeing, strongly reinforcing protection throughout the program, both integrated within other sectors, and as a separate sector.
SSJR will focus on vulnerable households amongst IDPS, returnees and host communities, with a particular focus of FSL, WASH and MPC interventions targeting child-headed households, female headed households, PLW, elderly, households with children facing SAM/MAM, and people with disabilities. Vulnerable youth and adolescent boys and girls are specifically targeted in specific Protection activities as well.

With the conflict in South Sudan now in its sixth year, the humanitarian crisis has continued to intensify and expand. The impact of the multiple crises – insecurity and violence, ongoing and multiple displacements, access and availability of basic services, economic instability, climate shocks, and disease - on South Sudan has not yet decreased with the recent signing of the peace agreement. Considering the existing needs and gaps, activities are implemented in the Food Security and Livelihoods (FSL) and Protection sectors.

At the field level, main coordination activities involve; monitoring the overall programme implementation (by consulting, meetings, field visits, consolidate progress to key stakeholders); resolving any arising issues during implementation of the program; visiting and supporting location ‘hubs’ during implementing, support in coordination, support hubs in facilitation of joint initiatives; representing SSJR4 towards Dutch Embassy; support Dutch Embassy wherever requested during meetings; maintaining contact with UN(OCHA); maintaining contact with the Lead in the Netherlands; lead on implementing the joint Grand Bargaining Commitments made by the JR partners; supporting collaboration amongst the partners and coordination, organizing the evaluation; generating visibility (including focal point for Dutch media) and take forward issues for joint lobby & advocacy towards key stakeholders such as FAO/WFP. At the Netherlands level, day-to-day support to the SSJR4 by humanitarian staff from Save the Children involves the following key coordination activities: resolving any arising issues during implementation of the program which require consultation and resolution at the Netherlands level; maintaining contact with the DRA Committee, MoFA and the partner NGO Main Offices; maintaining contact with the SSJR internal coordination team in Juba, South Sudan; consolidate reporting to MoFA; generating visibility to the Ministry as well as to the Dutch public.

Acute Joint Humanitarian Response for South Sudan Floods 2019 - Coordination
The joint response will be implemented by five DRA partners, led by Save the Children. Save the Children is supported by a Response Task Force (RTF) consisting of Tearfund and ZOA. SC will hold contractual relations with the Block Grant Manager and will put sub-award agreements in place with the DRA partners. Four of the five DRA partners will implement directly, and HAC will enter in a partnership agreement with Across for the implementation of the response. SC will hire a field coordinator who will oversee the implementation, facilitate synergies and coordination, joint activities and cross-learning. The field coordinator will also be responsible for the implementation of the Rapid Real-Time Review (RRTR).

South Sudan Joint Response 2021 - programme
Although the recently revitalized peace Agreement (R-ARCSS) offers a new glimpse of hope and stability in South Sudan with recent formation of Transitional Government of National Unity (TGoNU), the cumulative effects of years of protracted conflict, violence, underdevelopment, lack of basic services, economic crisis, and climatic shocks have continued to exacerbate the humanitarian situation in the country, with millions people living in precarious conditions of abject poverty, chronic food insecurity and malnutrition, and economic destitution.
Save the Children will continue implementing an integrated multi-sector project to respond to the increasing humanitarian needs. The action seeks to implement a holistic, multi-sectoral approach to the most affected population and support their recovery in the short to medium term. The project will particularly contribute to the 2020 HRP strategic objectives SO2: facilitate safe, equitable and dignified access to critical cross-sectoral basic services to enable populations meet their basic needs in locations of severity levels 3 and 4 and SO3: enable vulnerable people to recover from crisis, seek solutions to displacement and build resilience to acute shocks and chronic stresses through targeted programming to support coping capacities and livelihoods in prioritized areas;
The complex context, exacerbated by floods, COVID-19, economic hardships, and conflict have continued to exacerbate existing vulnerabilities , with disproportionate impact on the host communities, IDPs and returnees. Therefore, the target group for the SSJR 2021 will continue to target the most vulnerable households amongst IDPS, returnees and host communities, with a particular focus on child-headed households, female headed households, PLW, elderly, households with children facing SAM/MAM, malnourished children, youth, vulnerable adolescent boys and girls. In 2021, SSJR partners will continue the conscious effort to ensure People with Disabilities (PWD) are included.

DIF4 - TeamUp: Ready? Go!
The project's primary objective is to invest in the development of an innovative partnership model and to test and improve systems to allow for scaling and reach of TeamUp at a later stage both in South Sudan as well as in the region. TeamUp is an inclusive psycho-social support (PSS) group intervention with structured movement-based group activities based on play, movement, and body awareness for all children aged six to 18 years.
Quality scaling systems of the TeamUp psychosocial support intervention embedded in local, national and regional programming of child-focussed organisations contribute to improved wellbeing of children affected by conflict in South Sudan and the Sub-Sahara African region
The project's main target groups are primary users of the TeamUp methodology: TeamUp facilitators among NGO staff, community volunteers, and teachers and trainers selected by the four DRA partners, their country offices in the regions, and local counterparts. The project's beneficiaries are boys and girls between six and 18 years old; both in and out of school children from IDP, host, and returning IDP communities.

(DRA) South Sudan Joint Response 2022-2023
According to the 2021 Humanitarian Needs Overview (HNO), some 8.3 million people in South Sudan are estimated to be in need of humanitarian assistance, with communities hit hard by the triple shock of intensified conflict and sub-national violence, three consecutive years of major flooding, and the impact of COVID-19. High levels of acute food insecurity drive humanitarian need in most counties of the country, with South Sudan now facing its highest levels of food insecurity and malnutrition since independence 10 years ago2. Due to the multiple shocks having severely impacted people’s livelihoods and access to food from markets, livestock and farming, people’s acute food insecurity situation has been worsening over the past two years, with 6.35 million people in IPC Phase 3 or worse acute food insecurity during the 2019 lean season to 7.24 million people in the same conditions by the 2021 lean season
The SSJR 2022-2023 program will provide life-saving assistance and aim to enhance the transition from humanitarian assistance to resilience programming by addressing root causes of vulnerability and enabling communities at risk to build resilience to acute shocks and chronic stresses and recover from crisis. Lastly, the SSJR program will continue to address critical problems relating to physical and mental wellbeing, strongly reinforcing protection throughout the program, both integrated within other sectors, and as a separate sector. The SSJR 2022-2023 will continue to contribute to all 2021 HRP strategic objectives:
• Reduce morbidity and mortality, as well as suffering from protection threats and incidents; • Ensure safe, equitable and dignified access to critical cross sectoral basic services to enable populations to meet their basic needs; • Enable people with vulnerabilities to recover from crisis, seek solutions to displacement in respect of their rights, and build resilience to shocks and stresses
the SSJR 2022-2023 will continue to target the most vulnerable households amongst IDPs, returnees and host communities, with a particular focus on women-headed households, child-headed households, households with elderly and disabled people, households with malnourished children, women (especially PLW), (adolescent) boys and girls, and persons in need of specialised mental health and psychosocial support (such as GBV survivors and recently demobilized child soldiers). The JR will work together with the community to identify the beneficiaries who are eligible for support.

Right to Grow - South Sudan
Over the past decades great advances have been made in reducing all forms of undernutrition in children under five (CU5). Nevertheless, almost 200 million CU5 suffer from stunting (low height/age), wasting (low weight/height), or both, and over 340 million from vitamin and mineral deficiencies. The impact of the COVID-19 pandemic is putting even more CU5s at risk. The world is off-track to meet most of the SDG targets related to hunger, food security, nutrition and access to WASH, a critical precondition for good nutritional status. Right2Grow will focus on amplifying the voices of communities, their organisations and local civil society in those places and on those topics that matter.
Right2Grow envisions a world where all children under five (CU5) are well-nourished (long-term impact), so that every child is able to reach theirfull potential (ultimate goal). Undernutrition will be addressed multi-sectorally to address each of the underlying determinants of malnutrition, which include: WASH, agriculture, care practices, health, education, social protection, gender norms and household dynamics, and other socioeconomic factors.

The Ministries of Health (MoH), Agriculture (MoA) and MWRI in South Sudan are very much underfunded in the overall government budget, which most of their budget not going to service delivery. Efforts should be made to enhance the budget to allow for implementation and improve capacity of staff and reparation and improvement of WASH and Nutrition services. The policies and plans of these ministries are made up in silo's and are not informed by each other nor by other actors in society. The baseline identified 5 national policies related to WASH, nutrition/food security, health and budget. These are not linking to each other. A National Nutrition policy and National Nutrition Strategy don't exist yet.
R2G did not contribute to policy implementation during the baseline period.

The R2G Partners in South Sudan are targeting to work with the Ministry of Health to develop the National Nutrition policy. This policy will be further operationalized by developing the National Nutrition Strategy. For now, the Partners will focus on working with the National Gov't to develop the policy, and operationalize it through developing of a National Nutrition Strategy. This will be monitored and reviewed at Midterm.
The R2G partners will follow up with the ministry to make sure that both National national policy and National nutrition strategy are implemented by the end of R2G project."

The policy counts the lack of technologies for food preparation, preservation and storage as one of the main problems. The policy gap here is that it does not explain how the food security will integrated with nutrition which is under the ministry of health, especiallycommunity-basednutrition and the food security program.Access to basic water, sanitation and hygiene facilities is vital for the health, welfare and productivity of the population. The incidence of diarrhoeal diseases associated with lack of access to safe water and adequate sanitation is a major factor underlying high infant mortality rates1, and improved access to water and sanitation facilities is particularly important for people living with HIV/AIDS. The provision of safe drinking water, basic sanitation and clean environment at household level can have a major impact on health. The Policy document for water does not include Nutrition and COVI9 -19. Hence integration of the Nutrition into WASH policy will need the Water policy to be updated.

However, meetings have not been structural and have mainly had a humanitarian focus. In the previous years the MWRI has been holding annual joint WASH sector meetings which was interrupted for more than two years due to the COVID-19 pandemic. Further, the MWRI welcomed Save the Children and its partners in supporting it to develop integrated guidelines and strategic plan for WASH and Nutrition. This shows that some mechanisms exist for WASH sector (government and humanitarian actors) exchange of knowledge on WASH service delivery. Current meetingsare often about sharing and coordination of service delivery, little is being done however, by CBOs and CSOs to lobby and advocate for quality WASH and nutrition services and stimulate multi sectoral collaboration.Even within the government budget planning document, the local government authorities and CSOs were excludedfrom the process, leaving them with limited room for negotiation to participate in the budget planning process.

There is effort in almost each County to ensure that awareness sessions were conducted on local production of nutritious foods affordable to the local community by the partners on ground. For example, two had been carried out in Bor, Koch and Fashioda; meanwhile 1 had been carried out in each of the Counties of Akobo, Melut Leer Mayendit and Fangank. However, no activity has been reported in Pibor to show awareness for local nutritious food production. Three CSOs,one each in Akobo, Bor and Fashioda were reported to have carried out nutrition causal analysis to identify the potential causes of malnutrition and shared the findings with their respective line ministries.

South Sudan Joint Response 2022-2023 programme
While the ceasefire has been holding in many parts of the country since the signing of the revitalized peace agreement in 2018, its implementation has not reduced the humanitarian needs of the South Sudanese people. Progress on key components of the revitalized peace agreement remains slow, and lack of durable peace and limited investment in basic services continue to hold people in South Sudan back from stability and sustainable development.
Through this SSJR intervention, SCI and partners CEF and CEDS support the humanitarian response system through integrated protection, FSL, multi-purpose cash and WASH response which will lead to reduced mortality and morbidity, improved health and nutrition outcomes, improved mental and psychosocial wellbeing, ensuring communities affected by multi-faceted humanitarian crises are protected from all forms of violence, abuse, and neglect through integrated assistance.
The complex context, exacerbated by floods, COVID-19, economic hardships, and conflict have continued to exacerbate existing vulnerabilities across the target locations, with disproportionate impact on the host communities, IDPs and returnees. Therefore, the SSJR 2022-2023 will continue to target the most vulnerable households amongst IDPs, returnees and host communities, with a particular focus on women-headed households, child-headed households, households with elderly and disabled people, households with malnourished children, women (especially PLW), (adolescent) boys and girls, and persons in need of specialised mental health and psychosocial support.

South Sudan Joint Response 2022-2023 - Coordination
At the Netherlands level, the day-to-day support to the SSJR is handled by humanitarian staff from Save the Children, who are responsible for (i.e.): resolving any arising issues during implementation of the program which require consultation and resolution at the Netherlands level; maintaining contact with the DRA BoD, MoFA and the partner NGO Netherlands Offices; maintaining contact with the SSJR internal coordination team South Sudan; consolidate reporting ; and generating visibility to the Ministry as well as to the Dutch public. At the South Sudan level, the day-to-day management of the program is handled by the SSJR field coordinator, who is responsible for (i.e.): monitoring the overall program implementation (by consulting, meetings, field visits, consolidate progress to key stakeholders); resolving any arising issues during implementation of the program; visiting and supporting location ‘hubs’ during implementing, support in coordination, support hubs in facilitation of joint initiatives; representing SSJR towards the Dutch Embassy; support the Dutch Embassy wherever requested during meetings; maintaining contact with UN(OCHA); maintaining contact with the Lead in the Netherlands; lead on implementing the joint Grand Bargaining Commitments made by the JR partners; supporting collaboration amongst the partners and coordination, organizing the Real Time Review and evaluation; generating visibility (including being the focal point for Dutch media) and take forward issues for joint lobby & advocacy towards key stakeholders
