FLOW Women's rights program accumulated
Oxfam IBIS’ FLOW program works towards a vision in which “Women, adolescents and girls in Guatemala, Liberia and Burundi live a life free from violence and with participation in democratic processes.” To eliminate violence against women, the program will work with national civil society organisations to mobilize, influence and capacity develop rights-holders and duty-bearers, in order to create the necessary change at both the level of the individual and collective rights-holders, as well as at the level of the local, national and regional/international duty-bearers. The program is implemented in a Consortium consisting of the Danish NGO, IBIS, and the Dutch NGO, Impunity Watch. It receives funding from the Dutch MFA’s Initiative “Funding Leadership Opportunities for Women (FLOW)”, and has a duration from 2016-2020. 1. Rights-holders: Women empowered as change agents 2. FLOW Women's rights program in Burundi
Oxfam IBIS’ FLOW program works towards a vision in which “Women, adolescents and girls in Guatemala, Liberia and Burundi live a life free from violence and with participation in democratic processes.” To eliminate violence against women, the program will work with national civil society organisations to mobilize, influence and capacity develop rights-holders and duty-bearers, in order to create the necessary change at both the level of the individual and collective rights-holders, as well as at the level of the local, national and regional/international duty-bearers. FLOW Women's rights program in Liberia
Oxfam IBIS’ FLOW program works towards a vision in which “Women, adolescents and girls in Guatemala, Liberia and Burundi live a life free from violence and with participation in democratic processes.” To eliminate violence against women, the program will work with national civil society organisations to mobilize, influence and capacity develop rights-holders and duty-bearers, in order to create the necessary change at both the level of the individual and collective rights-holders, as well as at the level of the local, national and regional/international duty-bearers. The program is implemented in a Consortium consisting of the Danish NGO, IBIS, and the Dutch NGO, Impunity Watch. It receives funding from the Dutch MFA’s Initiative “Funding Leadership Opportunities for Women (FLOW)”, and has a duration from 2016-2020. 1. Rights-holders: Women empowered as change agents 2. FLOW Women's rights program - Global
Oxfam IBIS’ FLOW program works towards a vision in which “Women, adolescents and girls in Guatemala, Liberia and Burundi live a life free from violence and with participation in democratic processes.” To eliminate violence against women, the program will work with national civil society organisations to mobilize, influence and capacity develop rights-holders and duty-bearers, in order to create the necessary change at both the level of the individual and collective rights-holders, as well as at the level of the local, national and regional/international duty-bearers. The program is implemented in a Consortium consisting of the Danish NGO, IBIS, and the Dutch NGO, Impunity Watch. It receives funding from the Dutch MFA’s Initiative “Funding Leadership Opportunities for Women (FLOW)”, and has a duration from 2016-2020. 1. Rights-holders: Women empowered as change agents 2. Together with partners, Oxfam IBIS combats global inequality, discrimination and poverty by directly supporting people and communities and by using ground-level experiences to influence development policy decisions at the local, national, regional and global level. By addressing inequality – in and through education, participation, gender justice, governance, economic access, employment, etc. – Oxfam IBIS is contributing effectively to all Danida ‘strategic points of orientation’, the SDGs prioritised by Danida, and the Policy for Danish Support to Civil Society. Through a strong, results-oriented approach, Oxfam IBIS works for inclusive sustainable growth, freedom, democracy and development. Overall thematic objective - EDUCATION for Active Citizenship: Civil society organisations and alliances are strengthened to claim and exercise the universal right to quality education and lifelong learning opportunities. This empowers poor and marginalised children, youth and adults to become active citizens, enabling political, economic, and social change. In Redistribution, Inequality and Growth (2014), the IMF recommends redistributive investment in education through progressive taxation, combined with labour market reforms, to promote growth. Education is a powerful socialising instrument – it can socialise children into existing unequal power relations or into inclusion and empowerment as active and responsible citizens. Oxfam IBIS promotes equal access to quality education and governance structures that support equality and accountability, as a vehicle for sustainable democratic development. Education interventions will contribute to transforming unequal power structures into equitable social and political relations, where women and young people are empowered and can take the lead and participate in decision-making that affects their lives and their communities. Overall thematic objective - ECONOMIC AND SOCIAL JUSTICE: Civil society organisations and alliances – particularly those involving women, youth and indigenous people – gain the power and legitimacy to hold governments to account. This leads to more sustainable development, improving economic and social justice. Oxfam IBIS’s partnerships and programmes prioritise promoting social and economic justice including domestic resource mobilisation combined with democratic governance, progressive and pro-poor investments and public spending. Ensuring accountable, transparent, progressive and gender-sensitive spending of government revenues is important for realising economic, social and political rights of all. Oxfam IBIS empowers civil society to conduct local, national and international advocacy to end tax evasion and avoidance, stop capital flight from developing countries and promote participation and democratic reforms, economic redistribution and transparency and accountability of public and private sector. Thematic objective – PEACEBUILDING, RIGHTS AND INCLUSION: Civil society – particularly women and youth – effectively engage in policy development and implementation of peacebuilding at national, regional and global level. Burkina Faso is no 185 out of 188 on the Human Development Index 2016 and 18th poorest according to IMF data (2016). Strong inequalities still persists with regards to life expectancy, education and income. An estimated 60% of the population is illiterate and more than half is under 25. Increased citizens’ influence at all levels is a precondition for Burkina Faso to continue as an important anchor of economic development and political stability in a region of critical importance to Europe but marred by conflict and poverty. The low level of education is a barrier to active citizenship, especially for young people and women. Civil society’s limited capacity impedes its active participation and influence in decision making processes at all levels. The education authorities have committed to a) effective transfer of skills and resources to lower tiers of administration and b) a focus on quality education, but there are still gaps to be addressed in implementation. 70% of the budget of the Ministry of Education is currently managed at decentralized level, closer to the constituents. Particularly the municipalities and local levels of the education sector holds potential for institutionalising and developing the influence of civil society for voicing needs and acting for transparency, accountability and fair redistribution/reduced inequality. Oxfam IBIS will support the dialogue between civil society (parents, communities, organisations and networks) and authorities at local and national levels. The overall objective is to progressively and inclusively build citizens’ space and voice to exercise their rights and to influence and monitor increased spending for quality public services, accountable fiscal systems, revenue mobilization and job-creation. It corresponds to the objective of Oxfam’s country programme. Specific objective 1 to which Oxfam IBIS will contribute: Quality education with emphasis on gender strengthened in programme areas, influencing national policy and financing. Expected outcomes: 1.1 Increase in completion and decrease in drop-out rates achieved in schools in intervention areas by means of gender balanced child centred learning, teacher training and supervision, parents and community engagement, influencing national policy for quality education. 1.2 Improved capacity of civil society stakeholders to monitor and influence local education budgets, contributes to increased transparency, accountability and financing of the education sector at both local and national level. Specific objective 2 to which Oxfam IBIS will contribute: Increasingly institutionalised dialogue between civil society and government reduce inequality at all levels by introducing and building innovative sustainable social changes. Expected outcomes: 2.1 Civil society (CS) advocacy groups and CS networks monitor sector plans and budgets for increased transparency and accountability. 2.2 Communities affected by extractive industries and CS networks, hold government and companies accountable for enforcing legislative rights on redistribution of revenues. 2.3 Youth organizations and networks enter policy dialogue with government and private sector for development and financing of entrepreneurship and employment action plans targeting job-creation.

Following decades of fighting, South Sudan formally became an independent state in July 2011. The needs in the education sector were already high before the conflict broke out in 2013 and further intensified in 2016 when the latest phase of the conflict broke out. In South Sudan, only 27% aged 15 years and above are literate (40% of males and only 15% of females). Social and cultural practices have affected women’s education and generally hindered the establishment of a gender-equitable society. Today at least 1 in 2 women live below the $1.25/$2 per day poverty line. Intensified by the volatile situation human rights abuses such as gender-based violence and child recruitment are widespread. The complex context calls for a comprehensive approach and Oxfam seeks to maximize impact by linking its humanitarian and development programming as far as possible, in line with the strategic interests of Denmark and the “New Consensus on Development” (2016). Oxfam will, to the degree possible, continue to address the root causes of conflict and promote longer term development in South Sudan. Principles for inclusion in the National Dialogue for peace have been developed, but the dialogue process has often neglected political and local issues raised by certain ethnic groups, women and youth. Addressing active citizenship through education, capacity development, gender justice and influencing based interventions are complementary to humanitarian response to meet immediate needs. Overall objective of the Oxfam Country Strategy: Poor and vulnerable households and communities, and female headed households, male and female youth, and landless/displaced people in particular, are better able to meet their basic needs and improve their quality of life in a manner that increases their resilience to shocks, stress, and uncertainty. Oxfam IBIS’ contribution to the overall objective focuses on quality education for children, youth and adult, especially women as well as participation of women and youth in peacebuilding.

Mali is one of the poorest countries in the world ranking 175 out of 188 countries evaluated in the 2016 Human Development Index. Half of the population lives below the income poverty line (USD 1.9 per day). Since 2012 the political and security crisis has weakened the social structures and relations in many parts of the country due to residual insecurity caused by attacks, robberies, targeted assassinations, abductions of individuals. This crisis has slowed democratic, governance and decentralisation processes and the situation is characterized by little political dialogue, very weak or non-existent citizen control, total opacity of the state budget and local authorities, a lack of accountability and control mechanism (little or no reporting in the public affairs management, little information and space of participation and influence for the citizen). Young women and men under 25 (counting for 65% of the population) are excluded from participation in democratic and peace building processes despite their wish to contribute to peace, stable and dynamic social cohesion through their participation in socio-economic and political development. According to them, deprivation of fundamental rights to education and health causes ignorance and insecurity . Both in the north and south of Mali, there is a great lack of trust between the state, the judiciary institutions and the citizens. The proposed project represents a move by Oxfam IBIS to work in Mali and has been formulated through continuous dialogue with Oxfam in Mali. It falls within the Oxfam Country Strategy as well as Oxfam IBIS’ three thematic competences: Economic & Social Justice, Education for Active Citizenship and Peace, Rights & Inclusion. It contributes to SDGs 4, 5, 8 and 16 and aligns with the national policies in Mali and the Denmark – Mali Country Programme 2017 - 2022. The overall objective of the project is that young people in Mali realise their full potential and become active citizens in the peacebuilding process. The specific objective of the project is that poor and marginalized young people enhance their rights to quality education, participation in peacebuilding and influence in decision-making affecting their lives.

Since 2012 Mali is plunged into a political-security crisis. A Peace agreement was signed in June 2015 by the government and an alliance of rebels who claimed the control of parts of the north of the country. The protracted crisis in Mali is prioritized by the Danish Ministry of Foreign Affairs. In April 2017, 141,450 Malians were refugees in neighbouring countries, of which 21,000 returnees in need of assistance and 45,766 people internally displaced. This project responds to the needs identified by the HNO 2016 and by the Education cluster in Mali: recruitment, retention and training in national curricula of community facilitators to reopen abandoned schools in conflict affected areas in Northern Mali to increase the enrolment, attendance rates in schools and quality education of displaced, returned and repatriated girls and boys. It represents a move by Oxfam IBIS to work with humanitarian assistance in Mali and has been formulated through continuous dialogue with Oxfam in Mali. It falls within the Oxfam Country Strategy as well as Oxfam IBIS’ thematic competence on Education in Emergencies, and it contributes to Denmark’s strategy for humanitarian action . The overall objective of the intervention is to contribute to inclusive and equitable quality primary education, including life skills for all boys and girls in Mali. The programme contributes to achievement of Sustainable Development Goals 4 and 5, relevant for Danida’s priority fragile countries. The specific objective of the project is strengthened capacity of communities, teachers and students to improve access to inclusive, primary and accelerated quality education in a protective environment in areas affected by armed conflict in Northern Mali

The protracted humanitarian crisis in South Sudan deteriorated further with the renewed conflict in July 2016. According to the latest humanitarian assessments 7.5 M people are in need of humanitarian assistance. 4.9 M people are severely food insecure (42% of the population). Since December 2013 nearly 3 M people have been displaced, incl. 1.1 M refugees in neighbouring countries. Most of the displaced persons are children and women. South Sudan is a prioritized protracted crisis situation for Denmark to respond to and this programme contributes to the 3 areas of strategic interest in the South Sudan Interim Country Policy Paper (2016-2018). The crisis has regional dimensions with increasing flow of refugees. This ToC embraces the possibility to extend the intervention to the neighbouring countries and to support Oxfam in coordinating its regional humanitarian policy work. The presence and capacity of Oxfam in South Sudan to gather contextual information, undertake analysis and disseminate it, is a strength that benefits regional response activities; and Oxfam already delivers a massive humanitarian response in support of the refugee and host populations in Uganda, Ethiopia, Sudan and DRC. Overall objective: The Oxfam in South Sudan country programme aims at “building resilience and conflict reduction” with a one-programme approach: actively linking humanitarian response to gender-sensitive resilience building (incl. joint context analysis with humanitarian and development teams), long-term development, governance and campaigns. Oxfam IBIS will work as an integrated part of Oxfam’s humanitarian response to the South Sudan crisis contributing specifically to Sustainable Development Goal (SDG) 4, 5 and youth. Currently more than 70% of the programme focuses on ensuring that the immediate, life-saving and essential needs of the most vulnerable conflict affected populations in South Sudan are met in areas of WaSH, protection and education. Oxfam distinguishes between protracted humanitarian interventions and humanitarian emergency responses. The latter is led by Oxfam’s roving Emergency Preparedness and Response (EP&R) team in which technical expertise on Education in Emergencies (EiE) is being integrated as Oxfam IBIS’ contribution to the response. Where there are gaps in capacity, additional resources are usually drawn from the region and when required from the Global Humanitarian Team/global register.

Niger ranks 187 out of 188 countries in the 2015 Human Development Index. The gross enrolment ratio in primary schools is 67% for girls and 85% for boys, and the completion rate at primary level is 43% for girls and 60% for boys. Primary education suffers from insufficient quality and low education level among teachers leaving learners without skills to find jobs and create a living. The number of young people lacking fundamental skills is increasing. More than 68% of the population is under 25 years of age. Despite a high economic potential, natural resources (sun, river, desert) and abundant energy (extraction of uranium since 1971, coal since 1980, gold since 2004, and oil since 2011), the investment in the education and training sector in Niger is low and currently characterized by large discrepancies between budgetary enrolments and the discourse of political commitment to devote 25% of the general State budget to education (20% in 2010 and 15% in 2016). Moreover, the bulk of the budget is concentrated at the central level and mainly covers operational costs and staff. The transfer of the responsibility for basic social services, including education to local governments in 2014 constitutes an important step but, if to be successful, will require substantial support from central Government. The proposed project represents a move by Oxfam IBIS’ to work in Niger and has been formulated through continuous dialogue with Oxfam in Niger. It falls within the Oxfam Country Strategy as well as Oxfam IBIS’ three thematic competences: Economic & Social Justice, Education for Active Citizenship and Peace, Rights & Inclusion. The project will contribute to national gender, education and youth policies, and to the SDGs 4, 5 and 17. There is a potential for complementary interventions in collaboration with the Danish development programme in Niger (2017-2021) on fiscal justice, democratic governance and strengthening civil society, especially women’s capacities to claim their rights to education. The overall objective of the project is to ensure the rights to inclusive and equitable quality education and lifelong learning opportunities for boys and girls, young men and women in Niger. The specific objective of the project is that investments in the education and training of girls and boys and young men and women are strengthened and better managed at the local and regional level in Maradi, Tahoua and Tillabéry regions.

Based on mineral and petroleum resources, Ghana has experienced positive economic growth over the past 10 years. However the tax to GDP ratio is below the average of West Africa and 24.2% of Ghanaians live in poverty. Several districts in Northern Ghana face poverty rates above 50%. Ghana loses an estimated USD1.3 billion every year due to tax exemptions, equal to respectively 66% and 80% of the national education and health budgets. An estimated 400,000 children are still out of school. Especially Northern Ghana faces deep challenges in relation to free compulsory quality basic education. The Northern Region Gross Enrolment Rate (GER) at primary level is 71.5% (83.3% nationwide) with a Gender Parity Index (GPI) of 0.84 (0.93 nationwide). Many districts in Northern Ghana scored below 50% at the Basic Education Certificate Examinations (BECE) and girls in Northern Ghana are estimated to get only four years of education on average - 3 years less than the national average. The programme is part of the Oxfam Country Strategy and will at the same time link with the Pan-Africa programme for regional synergies and increased impact (see ToC no. 11). It will contribute to achievement of Sustainable Development Goals 4, 5, 10, 16 and 17. Overall objective: Empowered civil society, especially women and youth, is actively advocating for progressive taxation and pro-poor spending in dialogue with the Government and private sector, aimed at increasing investments in quality education, job creation, health, social protection and agriculture, thereby reducing poverty and inequality in Ghana.

Since the 2014 and 2015 elections, development in Mozambique is characterized by incidences of armed conflict, growing territorial destabilization and globally recognized corruption scandals, fuelling a sky-high inflation rate aggravated by declining markets for the countries’ coal, oil and gas resources. These are all contributing factors to an insolvent national economy seriously affecting poverty levels and the quality of social services. The country is moving from a position of a relative stable poor country to a fragile country. 50% of all girls are married before the age of 18. Mozambique has successfully expanded its primary education – however characterized by high enrolment with gender parity but low retention and quality. Mozambique has one of the weakest performing education systems in the region and recent evidence show alarmingly low levels of learning achievement where only 4.9% of 3rd grade primary learners are able to read. Municipalities and District Consultative Councils have the task of planning and monitoring local revenue generation and budgets and are decentralized fora for development dialogue between citizens and the government/politicians. New legislation on oil and gas revenue is promising in terms of inclusive dialogue on fulfilling the rights of the population to benefit from mineral contracts and revenues. But the implementation of the legislation is jeopardised by weak capacity of local authorities and civil society. Overall objective: More citizens, particularly women, the youth and other poor and marginalized people will raise their voices to exercise their rights and hold duty bearers accountable for fair and transparent use of resources to the benefit of all the people of Mozambique - particularly in areas of governance, inclusive quality education, sustainable livelihoods, and access to land and water. This objective is aligned with Sustainable Development Goals 4, 5, 8, 10, 16 and 17 as well as the youth agenda.

Following the end to civil wars in 2003, consolidation of the peace process in Liberia was initiated with the 2005 election of Africa’s First Female Elected President, Madam Ellen Johnson Sirleaf. New National Presidential and Representative Elections are scheduled for October 2017 and subsequent political transition is critical for sustaining development and peace. Despite the gains, Liberia is still engulfed with enormous social and economic challenges as poverty is evasive (177 on the Human Development Index 2016) with high unemployment and dysfunctional public services. Only 2.8% of GDP was allocated to education; 30% of the population has no formal education and another 30% have had only primary education. The impact of the Ebola epidemic still affects the social, demographic and financial development. These challenges are compounded by a large uneducated, untrained and ill prepared youth population, which makes up more than 65%. The programme in Liberia is strategically aligned with the Oxfam Country Strategy, the design of which involved consultation with key local partners. It is designed to respond to critical contextual national developmental issues. Over the next four years, Oxfam IBIS will focus on women and youth as active citizens and pursue an intersectional approach to building social movements. Taking into account the fragility of the country (27 on Fragile States Index), the programme will furthermore apply a continuous enforcement of resilience building. Long term goal: Sustained growth and lasting peace in Liberia is consolidated as a result of an educated and productive population, actively engaged in sustaining democracy. This will ultimately contribute to achievement of Sustainable Development Goals 1, 4, 5, 10 and 16 as well as work with youth as one of the main stakeholder groups.Oxfam will ensure that the change goals remain one integrated programme, people-centred, movement centred, and recognizing people’s multiple identities that overlap and intersect. One programme include the dynamic and interlinkages arising from the focus on (i) building movements; (ii) engage in transformative education and (iii) support livelihoods to advance equity and to realise emerging potentials among vulnerable groups, youth and women in particular. A focus on movement-building based on women and youth’s rights and perspectives entails that Oxfam in Liberia: • Put women’s rights and youth rights at the heart of our work • Strengthen the role as a catalyst and mediator, nationally and regionally • Support the visibility of civil society’s achievements • Ensure ownership of results by civil society • Strengthen programmatic quality, knowledge building and management as well as accountability for and to partners Overall objective: in 2021, Liberian women, female and male youth and men create an equal, sustained, representative and equitable dialogue with key stakeholders and the State on strategies to redress inequalities, which contributes to reducing poverty.
Specific objective 1: Mobilisation: Gender Justice – Women and Youth at the heart of it all to address inequalities and promote peace: Empowered women, female and male youths and men and marginalised groups are better able to lead and shape the agenda of civil society movements and of the government, to influence decisions affecting their lives at individual, community, and national level. Specific objective 2: Education: An influencing approach - Women, youth and marginalized populations achieve access to inclusive gender-sensitive quality education, which works to influence curricula to include citizenship, understanding of Rights and of conflict prevention and peace consolidation along with improved opportunities for youth to education, skills building and employment.

Sierra Leone has made considerable progress in moving out of fragility since the end of the civil war, though critical challenges to democratic and accountable governance remain. On the 2016 Human Development Index Sierra Leone ranks 179 out of 188 countries, and is considered to be one of the most unequal countries. Patterns of inequality in access to services, gender, income level and ethnic identity all reinforce each other. Women continue to be under-represented in all areas of decision-making, and 60 percent of youth are structurally unemployed. Unemployment is often cited as a leading cause of conflicts. Moreover, Sierra Leone is a mineral rich country but with limited benefit from the many years of continuous mineral extraction, matching the characteristics of the ill-famed ‘resource curse’. The education situation is appalling. Before the Ebola epidemic it was estimated that 41% of youth aged 15-24 have not completed primary education. Approximately 19% of boys and 22% of girls of primary school age are out of school. Regardless of a public policy that stipulates free education parents bear an average of 18% of the cost of education. Overall objective: Contribute to a just, inclusive and equitable Sierra Leone, in which the citizens, especially women and youth, demand and acquire equal access to their rights, including the right to education, and enjoy the benefits from improved transparent and accountable management of the country’s abundant natural resources.

During the past decade, Africa had the second fastest growing economy in the world after East Asia. However, Africa is currently home to more than 45% of the world’s poorest people and the economic progress has neither been inclusive, nor brought food security, jobs or sufficient levels of poverty eradication. Rather, it has brought excessive inequalities in the distribution of wealth, access to land and public services, such as education and health. Seven of the 20 most unequal countries in the world are on the African continent. The Sustainable Development Goals (SDG) and the ‘beyond aid’ agendas call for greater focus on domestic resource mobilization (DRM) and for sustainable and pro-poor public spending on e.g. education and health. It is apparent that the private sector – incl. foreign companies and investors - will be a key player in ensuring this financing, while it is also expected that the SDGs will create new business opportunities. A core challenge remains as tax revenues that could potentially be generated nationally and continentally are still not meeting their potential due to corporate tax evasion and avoidance, exemptions and deductions, and unfavourable contracts, combined with corruption and lack of capacity and will among national tax authorities and decision makers. Meanwhile, the space to participate in decision making for civil society, especially for youth and women, is shrinking alarmingly across the continent and awareness among citizens of the role of taxation in the social contract is not well developed. There is an urgent need to ensure that African economic growth including its commercial relations with the rest of the world becomes more inclusive, sustainable, and an enabler of DRM to achieve the SDGs (esp. 10 and 17) and the Africa Agenda 2063 by tapping into the assets and capacities of all aspects of society and empowered national institutions. Specific objective 1: Convening multi-stakeholder dialogues between civil society, private sector, investors, governments and regional institutions, aiming at progressive policy changes on DRM and pro-poor public and private investments in Africa, that enhances transparency, accountability and eliminates illicit financial flows, corruption, and inequality, and reduces dependence on external aid. Specific objective 2: Capacity development of civil society, particularly youth and women, and cross-country empowerment of citizens to act on their potentials as change agents in advocating for fair, transparent and accountable fiscal policies in the protection and advancement of their social, economic and political rights.

West Africa (WA) and especially the Sahel sub-region, is confronted by both poverty and security threats, which can only be addressed through a strategic regional approach and transformational change. The latter will require working with youth enhancing their participation as active citizens. By 2025, more than half of the population in West Africa (WA) will be under the age of 25. These young women and men are the potential social change leaders and can either become drivers of inclusive and sustainable development in their societies, or marginalized and radicalized if not given space in decision-making fora, equal rights and access to resources, including quality education and employment. However, the space for civil society, especially for young women and men, is shrinking disturbingly and the region records the highest gender inequality rates in the world (UNDP Gender Inequality Index). Despite the adoption of legislation geared towards gender equality traditional practices, often patriarchal, and ignorance or lack of recognition of women’s Sexual Reproductive Health Rights (SRHR) still prevail strongly in WA. Young women face a more restricted set of choices and opportunities than young men, preventing them from realizing their full potential. Access to quality education has long been recognized as a key component of tackling poverty, injustice and inequality, but WA remains an uneducated region. The major gains from the MDGs era are under threat and countries face new challenges related to SDG implementation. The overall objective of the programme is to contribute to overcoming the barriers to inclusion of marginalized young women and men as actors in their own right with specific needs, capabilities and rights, especially the right to quality public education and SRHR. It will build on the experiences from Oxfam IBIS’ own implementation and support to education in WA/Sahel; and the wider Oxfam’s work in WA/Sahel with youth programming and advocacy on education, gender justice, and SRHR in the “My Rights, My Voice” global programme.

Agro-export and extractive industries continue to be the main priorities for the Guatemalan economic development model, which according to all available evidence leads to high levels of conflict and benefit only the economic and political elite in the country. Although ranked as a lower middle income country, 59% of the population lives in poverty and 28% in extreme poverty. According to UNDP, 50% of Guatemala’s indigenous children suffer from severe mal nutrition. In addition, Guatemala has the second highest inequality rates in Latin America, with only 260 individuals holding more wealth than the rest of the population altogether. At the same time, domestic resource mobilization (DRM) is among the lowest in the world, which means that basic human rights and services such as health and education are left unattended. Guatemala e.g. only spends 3,2% of its GDP on education, which is generally of poor quality, monolingual and blind to cultural difference, while countries with comparable economies invest a larger share on education. The level of poverty reaches 79% among Guatemala’s indigenous populations that account for almost half the population. Indigenous peoples, women and youth are particularly exposed to violations of human rights, unemployment and exclusion from political participation and access to social services. Guatemala shows extremely horrific statistics when it comes to femicides and violence against women and perpetrators rarely face trial. In recent years, the space for civil society has narrowed and criminalisation of civil society and attacks on and threats against human rights defenders are increasingly common. Against this context, Oxfam IBIS will prioritize the following two objectives for this programme in Guatemala: Specific objective 1: Empowerment of civil society alliances to dialogue with private sector and government in order to find common ground for evidence based reform proposals to increase progressive domestic resource mobilisation and pro-poor public spending on e.g. education in Guatemala. Specific objective 2: Capacity development of women’s, youth and indigenous peoples’ leadership and organizations to enhance their voice and influence on concrete policy changes related to business & human rights, Free, Prior and Informed Consent (FPIC), access to justice, quality education, job creation, and elimination of violence against women.

We live in a time with growing humanitarian challenges - including socio-political conflicts, worsening climate-related disasters and protracted crisis situations with repeated cycles of fighting. These challenges show a great need for new ways of working at local, national, regional and global levels in order to protect human rights in crisis situations and leave no-one behind. Globally 125 M people affected by conflict and disasters are let down by their national leaders and the fractured “international community” because of failure to resolve conflicts, prevent or build resilience, tackle gender inequality and ensure access to the assistance and protection that women, men and children are entitled to receive. In Sub-Saharan Africa 1 out of 3 out-of-school children (estimate of 20M) are conflict-affected adolescents and youth. Boys and young men, girls and young women have particular protection risks e.g. of being recruited to armed forces, violated and sexually abused. In line with Denmark’s priorities, Oxfam works with the ultimate goal to protect and save lives of men, women and children, reduce suffering due to illness, insecurity and deprivation in crisis situations. In the face of escalating humanitarian demands and global commitments for change (e.g. Charter for Change, Grand Bargain and World Humanitarian Summit Commitment to Action), Oxfam is committed to change its ways of working to promote rights and dignity (link). More than 2 billion people live in fragile and conflict affected states. It is estimated that by 2018 around half, and by 2030 most, of the world’s poor will live in fragile and conflict affected states. Out of the 65 million reportedly displaced by conflict and violence today, 95% live in developing countries. At the same time, 90% of the violent conflicts that erupted in the 2000s were old conflicts. The record of peace agreements does not tell a story of success in promoting sustainable peace. Obstacles to success include limited attention to long-term efforts of addressing structural causes of violent conflict as well as insufficient inclusion of women, youth and marginalized groups in peace and other political decision-making processes. This scenario has sparked increased attention to prevention of violent conflict and ‘sustaining peace’ at the level of UN-HQ and spear-headed by the UN-SG. Accordingly, Denmark will invest in peace, stability and protection in developing countries and the Danish Development and Humanitarian Strategy 2017 has SDG Goal 16 on peace, justice and institutional development at the center. An example of Denmark’s increased emphasis on peace and security is the centrality of this dimension in the new 2017 Mali-Denmark Country Programme. The overall objective of the programme: to promote sustainable peacebuilding and prevention of violent conflict through strengthening the participation of women and youth in peace processes.

Despite recent years’ economic growth and inequality reduction in Latin America, the region continues to be the most unequal region in the world. Extreme inequality, capture of political power by economic elites, impunity and violations of human rights are key challenges across the region, threatening democracy and sustainable economic growth. 2015 was the worst year on record for killings of land and environmental defenders in Latin America, a region which accounts for three-quarters of the total killings worldwide. Of these, 40 % of victims are indigenous, dying amid disputes over hydropower, mining and agri-business on their land. Indigenous peoples and women are also particularly vulnerable to and affected by extreme inequality which – together with the lack of employment and access to free quality education - is pushing adolescents into poverty and migration. Governments are at the same time increasingly facing challenges in mobilising domestic resources sparked by the reduction of commodity prices, threatening recent years’ achievements within social development. The situation calls for action in relation to Sustainable Development Goals 5, 8, 10 and 16 with a particular focus on youth. 1. Inclusive economies: If public awareness on inequality and government spending is increased, then civil society organisations can push policy-makers to increase domestic resource mobilization (DRM) and pro-poor public spending aiming at reducing inequality and improving public quality education. If respectful and trustful multi-stakeholder dialogue is established between civil society, private sector and governments, then National Action Plans can be elaborated, implemented, and monitored, ensuring national and foreign investments are in compliance with the UN Guiding Principles. 2. Democracy & human rights: If indigenous peoples, women, and youth are empowered and increase political participation, then they can hold governments accountable to comply with international conventions on human rights, women’s rights and indigenous peoples’ rights. If the general population becomes aware of and acknowledge the criminalisation of human rights defenders, impunity and gender inequality, then civil society organisations can push policy-makers to take protective measures, and implement necessary political reforms. Based on these assumptions the overall objective of the regional programme is to support the building and consolidation of democratic societies with inclusive and transparent economies benefitting poor and marginalised populations.

The IMF estimates that developing countries lose more than USD 200 billion in tax revenues each year due to gaps and weaknesses in the international tax regime. Further, Official Development Aid (ODA), which is crucial for some of the most poor and fragile countries, is decreasing globally. Oxfam IBIS’ analysis is that increasing domestic resource mobilization (DRM), strengthening pro-poor public spending and investments, and implementing the New Ways of Working combined with respect for human rights and democracy are all crucial aspects in achieving the Sustainable Development Goals (SDGs). This analysis also features strongly in the Danish Development Strategy and constitutes a field where Oxfam IBIS will seek further collaboration with the Ministry of Foreign Affairs, Danish representations, private sector, and national and international civil society, aiming at developing innovative proposals that rethink development aid and strengthen fiscal justice in our countries of collaboration and at the regional and global levels. Overall objective: In partnership with an empowered Southern civil society and the Oxfam confederation, Oxfam IBIS has contributed to influencing key national and global agendas on development aid, DRM, and public spending and investments for inclusive development which has a democratic, pro-poor and rights-based perspective.

The adoption of an ambitious Sustainable Development Goal on education (SDG4) in 2015 is imperative for securing the right to inclusive, quality education for all by 2030. The basis for the successful adoption was partly a well-coordinated global advocacy process led by the Global Campaign for Education (GCE) and its regional and national chapters, supported by Oxfam IBIS. Despite considerable progress made in terms of increasing access to education in the MDGs era, there are still gaps and challenges to be addressed, including the low quality of education; lack of innovative education models that reach the most vulnerable; financing gaps; and lack of recognition of the role transformative education can have in democratic processes and as a societal leveller in general and specifically in relation to gender and generational inequality. It is the responsibility of the State (as duty bearer) to deliver quality education to all its citizens (rights holders). The private sector plays a role in supporting the development of strong public education systems. CSOs play a key role in advocating, monitoring and ensuring that governments are accountable and live up to their responsibility. Oxfam IBIS became in 2016 the education lead in the Oxfam Confederation, which entails supporting affiliates, country programs and partners capacity in quality education programming, policy and campaigning. Oxfam IBIS adds value to Oxfam with our technical, programmatic and policy education expertise. The Oxfam confederation also adds immense value to Oxfam IBIS’ education work, as it expands the possibilities of future national, multi-national and regional education programmes, expands the sphere and weight of policy influence, adds Oxfam expertise and knowledge to our work through Knowledge Hubs and Learning Communities e.g. around youth, gender equality and resilience. Oxfam IBIS holds seats in some of the most important international education bodies, such as being board member of the Global Campaign of Education (GCE), the Global Partnership of Education (GPE) and the UNESCO Collective Consultation of NGOs. This represents a unique opportunity for partnering with the Danish Government and like-minded donor representatives in GPE to influence the direction and priorities. With the exception of Chad and Eritrea GCE covers all priority countries in Danish Development Corporation. The overall objective of the proposed global programme is to contribute to ensuring that the quality aspects of the right to education are reinforced towards a transformative education where children, youth and adults, with special focus on girls and women, develop attitudes, skills and knowledge to participate as active citizens in their society. Specific objective: Facilitate civil society participation and influencing work at the local, national and global levels, ensuring that relevant policies for the fulfilment of the right to free public inclusive quality education is adopted, financed and delivered in practice, including in fragility and emergencies.

Combatting GBV – a new model implemented throughout the northern Ghana
To reinforce protection against widespread Gender Based Violence, GBV, Oxfam and Norsaac, a local partner, in collaboration with local authorities have developed a new exemplary way of combatting GBV. This new promising model, named “Agenda 55” is an integrated system, encompassing the entire region which has managed to get full commitment from all 55 Metropolitan, Municipal and District Assemblies, (MMDAs) and Regional Coordinating Councils. This is expected to lead to full registration of incidents, improved services for survivors and elimination of fees charged for hospital checks.

Peace Caravans restoring peace in South Sudan
Social cohesion and harmony have been rebuilt among one-time warring communities of Rumbek East and Rumbek Central Counties. Introducing Peace Caravans running a range of social events and cultural activities have engaged young men who were previously perceived as prime aggressors. Now they have initiated social and cultural interactions which increases trust and confidence and benefits the wider community. Restoring the lost social fabric across generations and ethnicity has brought recognition and financial support from local authorities.

Voice of refugees: refugee led organisations in Rhino Camp becoming strong actors
The intervention in question is implemented in Uganda, the top refugee hosting country in Africa. Here Refugee Led Organisations, RLOs, have demonstrated increased proficiency as a development and humanitarian actor and executed political influence. Oxfam has supported a group of four RLOs, taking the point of departure in a localization approach entailing accompaniment and mentorship as well as customized capacity building for the RLOs. Initially being small youth led volunteer groups, RLOs have now become recognized, trusted and influential actors in management and coordination in the camps. The increased recognition and political influence of the RLOs draw on strengthened capacity of the organizations to manage projects, understand camp management structures and contribute to coordination mechanisms, because of the tailormade and contextualized capacity development and mentorship provided by Oxfam. Increased capacity of RLOs results in refugees’ needs and priorities being better represented and promoted.

Oxfam IBIS’ proposal for a cross-cutting strategic partnership will focus on all of the strategic priorities set out in the Danish Development Strategy and the Information Note. The change objectives of the strategic partnership proposal each respond to one of the priorities in the following way:
The change objective “Just societies: Societies are more equal, and gender just based on inclusive democracies, human rights, accountable institutions, and a just economy” is aligned with the Danish strategic priority on Human rights and democratic values (35% of the total assigned budget).
The change objective “Leaving No One Behind: More people enjoy their rights in dignity, living in resilient and peaceful communities before, during and after crisis” responds to the Danish strategic priority on Fragile contexts and Displacement (38% of the total assigned budget).
The change objective “Climate Justice: Sustainable, green solutions are increasingly adopted, leading to positive and just change for those least responsible and hardest hit by climate change” embraces the Danish strategic priority on Climate and green solutions. (27% of the total assigned budget).
In addition, Oxfam IBIS is committed to the strategic priority of enhancing local leadership and transfers of resources and power to civil society partners in the Global South.
