HiiL Innovating Justice Strategic Program 2016-2018
This program for January 2016-31 December 2018 leverages the justice measurement and innovation acceleration approach developed by HiiL Innovating Justice to make a strategic contribution towards improving access to justice for citizens in the priorities of MFA. In this program concrete and sustainable access to justice outcomes on two levels will be realized on two levels with a focus on the priority countries of MFA: 1. By executing 6 Justice Need and Satisfaction surveys we will create concrete improvements to Access to Justice together with local stakeholders. With the survey as a foundation, 3-6 key local stakeholders (government, judicial sector, NGOs, and business – or a combination thereof) per country will implement 3-5 concrete initiatives that improve access to justice for the top 3 most prevalent and / or impactful justice needs that emerge from the JNS survey, in the two years after the survey. These initiatives will be developed on the basis of an action plan developed with and adopted by those key local stakeholders. The sustainability of the results is further improved because in 50% of the surveyed countries key stakeholders or donors will commit to implementing a follow-up JNS measurement 2-4 years after the completion of the baseline study. On top of this, additional impact can be expected because of the availability of the JNS data through an interactive and publicly accessible dashboard. This will trigger more relevant stakeholders to take action on the basis of the revealed gaps in access to justice. 2. Resulting from 5 Innovation Challenge & Acceleration trajectories a total of 8-9 innovations with direct impact on access to justice will be successfully launched during the project period. At least sixty percent of those innovations will realize concrete improvement to access to justice for citizens in the focus countries, supported by dedicated acceleration processes by HiiL in the first year. These innovations will all have sound and scalable funding models in a way that they are intrinsically sustainable. This pool of successful innovations will include a total of 1-2 so-called ‘game-changers’; innovations with potential to realize improved access to justice for 10.000.000 people in 5 years (1 game changer will be developed in every 2 to 4 innovation challenge & acceleration trajectories).

Justice Innovation Process in the MENA Region
The Justice Innovation Process in the MENA region gathers knowledge on the most pressing legal problems of people in the region and brings together people who are committed to (re)building the capacity to address them. Local people are in the lead of this process. The process builds an evidence-based rule of law agenda informed by people’s voices. This agenda is framed as 5-10 Justice Delivery Goals (JDGs) and linked to scenarios that set out possible pathways to achieve them. The process is facilitated by a small secretariat constituted by HiiL.

Justice Innovation Process in the MENA region - Year 2
The Justice Innovation Process (JIP) in the MENA region brings together knowledge on the most pressing legal problems of citizens and people who are committed to (re)building the capacity to address them. The JIP strives to assist in building foundations which will ultimately allow people to rebuild their lives and livelihoods. A Stakeholder Team of around 35 local stakeholders carefully comprised of different political backgrounds, geographies, ages, and gender is in the lead of this process. The group assesses research and data on the legal problems of citizens. On that basis, it defines a set of Justice Innovation Goals and Scenarios that will form the foundation for justice innovations. The JIP aims to produce concrete, innovative tools, partnerships, knowledge platforms, financing models, and empowered and networked actors who can use these innovations to address people's pressing legal problems.

A cutting edge online data dashboard was designed to interactively present baseline data on the occurrence and distribution of everyday legal problems. In the absence of countrywide quantitative data, however, the functionality of the online dashboard has had to be paired back. Without interactive baseline data, however, the platform still provides a full overview of everyday legal problems, an annotated repository of relevant literature, and an indication of the most pressing legal problems based on the collective expertise of the Stakeholder Team. The platform will be launched in accordance with a communication strategy by the Stakeholder Team. They will assess when and how it is best to publicise the outcomes of their work online.

All HiiL dissemination activities aim to increase awareness of People Centred Justice (PCJ) in target countries. During 2021, under MFA-supported programmes these included report launch events (online and offline), working groups with justice practitioners, justice data set publication and promotion, the Innovating Justice Forum 2021, legal hackathons and stakeholder dialogues. Targeted communications campaigns on social media, Google Ads promoting PCJ events, publications and a business development short film resulted in an increase in subscribers to our social media platforms and email newsletters. HiiL does not currently measure the cumulative number of people reached by these campaigns.

Four best practices guidelines for resolving justice problems were produced relating to land, employment, neighbour and family disputes. Three additional country-specific guidelines (Tunisia: employment; Nigeria: land & family) were launched in December 2022. Where applied, these guidelines support justice institutions/practitioners to resolve the most common legal problems (identified by our JNS research) in a more effective way. These practical resources can have been distributed directly to partners and viewed from the HiiL Justice Dashboard over 300 times. Targeted promotional and training activities for completed guidelines, including qualitative feedback on the actual impact of the guidelines from practitioners, is planned for 2023.

Justice Innovation in Rwanda
HiiL conducted a Rule of Law Quick Scan in Rwanda in 2012 that employment, land and housing were the most common legal issues among people in Rwanda.
For this project, we aim to focus on developing and growing justice entrepreneurs that could help to prevent or resolve the justice problems identified as most prevalent by our previous research and from the collaboration with the Legal Aid Forum Rwanda.

This indicator corresponds to the long-term outcome indicator in Rwanda Programme Logframe, i.e. # of people whose justice issues are prevented or resolved by supported start ups.

The achievement of the target should happen more towards the end of this project, as the capacity of the justice innovation shall be gradually built up over time.
This year XanaHealth (Karisimbi) and E-arbitrator entered HiiL Justice Accelerator Programme, for the first half of 2022, Xana Health registered an impact number of 30. E-arbitrator has reported very high figures that could not be validated and have thus been excluded from this report. The previous ventures in HiiL programmes, Viamo and Exuus recorded 25438 and 126954 beneficiaries for 2021, and they have not yet reported any impact number for 2022.

Activating the Power of PCJ 2021-2025
The overall impact of the programme is to empower people and institutions in the targeted countries to prevent or resolve pressing justice problems.
This programme is focussed on a selection of seven countries fall under the priority countries for your ministry: Mali, Nigeria, Burkina Faso, Niger, Ethiopia, Kenya and Tunisia.
The programme try to achieve the following five outcomes:
Outcome I - Enhanced access to and use by justice sector stakeholders of data and knowledge about justice needs and outcomes of justice journeys
Outcome II - Improved capacity of justice practitioners and providers of justice services to resolve the most pressing justice problems
Outcome III - Increased access to and use of justice services for people
Outcome IV - Strengthened dialogue between justice stakeholders on justice needs to create the necessary political space and an enabling environment for justice innovation and gamechangers
Outcome V - Reinforced international, regional, and national networks of people-centred justice

The target is set based on HiiL's contribution, not attribution. We work with legal startups, and they help to deliver the impact. There are many factors coming into play in delivering impact, for example, the competence of the entrepreneur, the local justice system, etc. hence HiiL can never claim to have fully solved/prevented the legal problems rather HiiL contributes to the process.
